About this opportunity
The Texas Department of Public Safety is requesting bids on three chiller repair components under IFB 405-26R0020950A, with bids due September 1, 2026 at 5:00 p.m. Central Time. Addendum No. 2 extended the deadline from August 21 to September 1, 2026; offerors must acknowledge receipt of both Addendum No. 1 (extending from August 13 to August 21) and Addendum No. 2 prior to submission or risk rejection.
The scope comprises one CSHA-150A-00/CSHA-150A-00A 15-ton compressor with mineral oil and three-year warranty, one condenser aluminum coil and header assembly with sensor, and one BPHE DV400X126 60-ton heat exchanger, plus freight. All items must be new and unused current production. Equipment will support cooling infrastructure at DPS headquarters, 5805 North Lamar Boulevard, Austin, Texas, where chillers currently operate at 50 percent capacity.
DPS will evaluate bids using the best-value standard under Texas Government Code Section 2156.007, with past performance measured through the Vendor Performance Tracking System; failure to score at least C or better results in disqualification. Bidders must demonstrate financial resources and ability to perform via audited financial statements for the last two years, Dun & Bradstreet reports with viability scores, or detailed financial stability statements.
Historically Underutilized Business (HUB) subcontracting participation requirements apply; contractors must demonstrate good faith efforts or use the self-performing method and submit monthly progress assessments to the HUB Office. All bidders must submit evidence of appropriate insurance coverage and complete required certifications including W-9, Texas Identification Number Application (AP-152), Information and Certifications Form (covering debarment, ethics, cybersecurity, HUB status, and boycott compliance), and Direct Deposit Authorization Form.
Questions are due August 3, 2026, with answers posted August 7, 2026. The contract term is one year from the effective date, with no renewal options. DPS guarantees no minimum compensation and will not authorize payment until the Contract Monitor approves the commodities.
