About this opportunity
The Maryland State Highway Administration (SHA) is seeking on-call roadway herbicide spraying services for the Annapolis Maintenance Shop in Anne Arundel County through a competitive sealed bidding process. The solicitation, numbered ANN25SPRAY, is for open-ended herbicide application services to control roadside vegetation in various locations including road medians, shoulders, traffic barriers, guardrails, signs, fences, bridge ends, and other designated areas. Contractors must provide a two-person crew with specific equipment requirements, including a pick-up truck, 200-gallon spray unit, water pump, and backpack sprayer. Bidders are required to possess a valid Maryland Pesticide Business License and demonstrate at least two years of experience in similar services. Key submission dates include questions due by April 28, 2025, at 11:00 AM, and bids due on May 8, 2025, by 1:00 PM local time, with a public bid opening at the same time and location. The contract will be awarded on a lowest-price basis using a combination of labor hours and equipment pricing model, with a one-year base period or until contract funds are exhausted.
This procurement is designated as a Small Business Reserve (SBR) procurement, which limits contract award exclusively to certified small businesses that meet statutory requirements set by the State Finance and Procurement Article and are certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA). Notably, there are no Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), or Veteran-Owned Small Business Enterprise (VSBE) participation goals for this solicitation. The contract is non-exclusive, meaning other contractors may perform similar work in the designated areas. While a specific contract value is not explicitly stated, the procurement method suggests a competitive pricing structure based on labor hours and equipment rates. Contractors must comply with all state and federal regulations for herbicide application and maintain required insurance coverages. If insufficient small business interest is demonstrated, the SHA reserves the right to remove the SBR designation through an amendment on the eMMA procurement platform.
