About this opportunity
Public Health Madison & Dane County (PHMDC) has issued a Request for Bids (RFB 13000-0-2024-BG) for comprehensive animal shelter services within Dane County, Wisconsin for the calendar year 2025. The procurement seeks a contractor to provide three primary service categories: care, treatment, and humane disposal of stray and abandoned animals; care and treatment of impounded animals seized by humane officers or law enforcement; and rabies-related services for animals exposed to or suspected of having rabies. Required services include 24/7 drop-off capabilities, animal admission, daily custodial care, veterinary treatment, redemption services, and euthanasia services for various animal types including dogs, cats, and livestock. Specific deliverables include 10-day isolation and rabies monitoring for dogs and cats, rabies test preparation, and humane disposal services. Key procurement dates include: questions due by March 4, 2024, agency answers posted by March 11, 2024, and final bids due by March 22, 2024, at 2:00 PM CST. Evaluation will likely focus on comprehensive service capabilities, pricing details, and ability to meet the extensive animal care requirements outlined in the solicitation.
The RFB does not explicitly outline set-aside designations for disadvantaged enterprises, though local vendor preference is mentioned for registered local suppliers. Contractors with 15 or more employees and $50,000 or more in annual business with the City must comply with affirmative action requirements and file an Affirmative Action Plan within 30 days of contract execution. Insurance requirements include comprehensive general liability coverage of at least $1,000,000 and workers' compensation insurance. While no specific contract value is disclosed, vendors must submit detailed cost proposals using Form D, which requires itemized pricing for admission, daily care, isolation, rabies testing, penalty fees, euthanasia, and cremation services. The contract includes potential annual renewal options, suggesting a multi-year partnership opportunity. Interested contractors may submit proposals for all services or only those within their organizational capabilities, providing flexibility for different types of animal care providers.
