The Texas Comptroller of Public Accounts Statewide Procurement Division is soliciting sealed bids for animal feed, vitamins, and supplements under IFB No. 304T-27-325M2.2, with responses due September 24, 2026 at 1:30 p.m. Central Time and questions due September 10, 2026.

The scope comprises five line items: 18,200 bales of #1 Grade Coastal Bermuda Hay (minimum 10% protein, 50% total digestible nutrients, approximately 90 lbs per bale) for delivery to Coupland, TX; 9,100 bales of #1 Grade Alfalfa Hay to Coupland, TX; 21,000 bales of #1 Grade Alfalfa Hay to Marfa, TX; 44 tons of Starter Basemix for Nursery Pigs (17–22 pounds) to Lovelady, TX; and 22 tons of Starter Basemix for Nursery Pigs (17–22 pounds) to Tennessee Colony, TX. The Starter Basemix carries detailed guaranteed-analysis specifications (minimum and maximum thresholds for lysine, crude protein, crude fat, crude fiber, calcium, phosphorous, and micronutrients), must be premixed with rice hulls and calcium carbonate densifier, and packaged in 40–50 pound double-walled, plastic-lined bags. All products destined for the Texas Department of Criminal Justice must comply with 21 CFR Part 589.2000 and cannot contain Restricted Use Protein Products.

The initial contract term runs from the Notice of Award effective date through August 31, 2027, with three renewal options extending through August 31, 2029 and one additional optional year, with the Texas Comptroller of Public Accounts retaining unilateral renewal rights. Pricing must be firm, all-inclusive, and fixed at unit rates, with bids submitted on a per-bale basis for hay and per-ton basis for basemix. All shipping, handling, delivery fees, and fuel surcharges are included in unit prices on FOB Destination basis. Annual price adjustments are permitted at contract renewal or at CPA's discretion based on Bureau of Labor Statistics farm-product indices. Contractors must maintain commercial general liability insurance of at least $500,000 per occurrence from AM Best rated carriers. CPA may award different line items to different vendors based on best value, including compliance, price, performance history, and delivery timeframes. No minimum purchase volume is guaranteed.
