About this file

This Attachment F specifications document outlines requirements and specifications for IFB No. 304T-27-325M2.2 for animal feed, vitamins, and supplements issued by the Texas Comptroller of Public Accounts Statewide Procurement Division. The products may be ordered by the Texas Department of Criminal Justice (TDCJ), Texas Parks and Wildlife Department (TPWD), and the Department of Public Safety (DPS). The solicitation includes five product lines: Coastal Bermuda Hay (#1 Grade, minimum 10% protein, 50% total digestible nutrients, approximately 90 lbs per bale held by 3 wires or strings, delivered to Coupland, TX); Alfalfa Hay (#1 Grade in two delivery locations—Coupland, TX and Marfa, TX—minimum 15% protein, 50% total digestible nutrients, approximately 90 lbs per bale); and Starter Basemix for Nursery Pigs 17-22 Pounds (custom mix for delivery to Wainwright Unit in Lovelady, TX and Coffield Unit in Tennessee Colony, TX, with detailed guaranteed analysis specifications).

All TDCJ products must comply with 21 CFR part 589.2000 and cannot contain Restricted Use Protein Products (RUPP), with contractors required to implement safety measures and procedures to prevent contamination during processing, storage, and shipment. The Starter Basemix specifications include comprehensive nutritional requirements with minimum and maximum thresholds for lysine, crude protein, crude fat, crude fiber, calcium, phosphorous, and micronutrients including vitamins, minerals, and enzymes. The premix must be carried with rice hulls and calcium carbonate densifier to ensure a free-flowing, non-dusty product, packaged in 40-50 pound double-walled, plastic-lined bags, with one full bag constituting the correct inclusion rate per standard feed batch without requiring partial-bag measurement. The unit of measure for hay products is per bale, while the basemix is measured in tons.
