The Town of Montville, Connecticut is soliciting sealed bids for Bid No. 2026-05 to procure and install a complete 100-kilowatt, 100-ampere, 3-phase diesel standby generator system at the Animal Control Facility located at 225 Maple Avenue, Uncasville, Connecticut. The scope of work encompasses furnishing, delivering, placing, fueling, wiring, conduit installation, startup testing, and all materials and labor necessary for a fully functioning standby generator that meets NFPA 110 Level 1 emergency power supply standards, EPA emissions certification for diesel engines, and UL2200 listing requirements. The generator must comply with comprehensive specifications including engine, cooling system, fuel system, exhaust system, starting system, and control and monitoring systems, with sound attenuation through an outdoor enclosure rated at 76 decibels at 23 feet. The contractor must provide factory testing including 4-hour parallel operation testing prior to shipment, 12 months of full maintenance service beginning at substantial completion, and a 5-year warranty from the date of substantial completion. Sealed bids are due October 23, 2025, at 10:00 AM EDT at the Town of Montville Finance Office, with a mandatory pre-bid meeting scheduled for October 14, 2025, at 2:00 PM at the Animal Control Facility. The selected contractor must obtain bonding and insurance within five days of the notice of award and commence work within ten calendar days after receiving the Notice to Proceed, with substantial completion required within 30 calendar days thereafter, subject to liquidated damages of $1,000 per day for delays. Each bid must be accompanied by a certified check or bid bond equal to 5 percent of the total bid amount, with the contract awarded to the lowest qualified bidder whose bid does not exceed estimated available funds.

No set-aside designations, disadvantaged enterprise restrictions, incumbent vendor information, or contract award values have been specified in the available solicitation documents. The successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price prior to commencing work and maintain general liability coverage with limits of $1,000,000 per occurrence and $2,000,000 aggregate, auto liability of $1,000,000, and workers' compensation at statutory limits, with the Town of Montville named as additional insured on a primary and non-contributory basis. The generator system must be integrated with existing infrastructure, specifically connecting via a minimum 2-inch PVC conduit to a 400-ampere automatic transfer switch that will be installed by the Animal Control Facility Contractor, with the facility's electrical service rated at 400 amperes, 120/208 Volt Wye, 3-phase. The generator shall be mounted on a 4.5-foot by 16-foot concrete slab foundation with the contractor responsible for anchoring the unit and installing all required grounding in accordance with code requirements, and the diesel fuel tank must be sized by the manufacturer to provide sufficient fuel for 24-hour runtime at 100 percent load. Delivery terms are specified as Free On Board Destination, with payment terms to be vendor-specified, and bidders must acknowledge receipt of two addenda issued on October 6 and October 20, 2025, in their bid proposals to avoid disqualification.
