About this opportunity

The City of Long Beach is requesting bids on one animal adoption rescue trailer under ITB FM 24-351-ACS, with bids due December 12, 2023 at 11:00 a.m. Pacific Time and questions due November 16, 2023. Delivery must be completed before December 31, 2023 to 3111 Willow Street, Long Beach, California.

Acceptable manufacturers are limited to Jackson Creek Manufacturing, Jones Trailers Company, or Millennium Trailers — a single-source constraint that gates eligibility. Bidders seeking approved equal items must submit written requests with supporting documentation no later than seven working days before bid opening.

The trailer must be a minimum of 18 feet in length with 84-inch width and interior height, gross vehicle weight rating of at least 6,100 pounds, and 4,399-pound payload capacity. The scope includes multiple animal compartments of varying sizes (five 30" × 28" × 27", seven 21.5" × 28" × 27", and ten 15" × 26" × 15" compartments), a 20-gallon fresh water tank and 40-gallon wastewater tank, a 7.0 kW Onan generator with automatic transfer switch, dual AC/heat units, electric brakes with emergency breakaway protection, LED lighting, and roof exhaust systems. The contractor must provide a three-year warranty from placement in service with a designated repair facility located within 25 miles of Long Beach City Hall and warranty service within one working day of notification.

The contract term is twenty-four months from award, with an option for the City to extend for up to three additional one-year periods by mutual agreement. Pricing shall include vehicle cost, tire tax, delivery, and sales tax (10.25%). Bidders must submit electronic bids through the City's secure online bidding system at https://longbeachbuys.buyspeed.com, with original signed bid cover pages and notarized California All-Purpose Acknowledgment Forms (for out-of-state companies) submitted by mail to the City Clerk. Payment terms are Net 30. Bidders must provide five current customer references and demonstrate product reliability and performance. The City requires commercial general liability insurance of $1 million per occurrence and $2 million general aggregate, workers' compensation coverage, and automobile liability insurance of $500,000 combined single limit. The City is committed to providing opportunities for disadvantaged, minority, women, and Long Beach business enterprises. City responses to questions will be provided by November 28, 2023.
