About this opportunity
The West Virginia Department of Environmental Protection, Office of Abandoned Mine Lands and Reclamation (WVDEP-AML), is requesting quotes for an open-end master agreement to provide equipment, labor, materials, and services for water treatment maintenance across Northern Region AML sites, with bids due June 26, 2026, and a mandatory pre-bid meeting required on June 11, 2026 at 10:00 a.m. Failure to attend the pre-bid meeting results in automatic bid disqualification.
The scope encompasses 28 northern West Virginia counties and includes heavy equipment operation (excavators, dozers, loaders, dump trucks, jetter trucks, vacuum trucks, water pumps), materials (limestone, riprap, concrete, geosynthetic liners, seed mixtures), and labor services across 61 line items with specified quantities and unit measures. Equipment must be provided with qualified operators at hourly rates including fuel and maintenance; contractors must maintain at least one shop or base yard within the Northern counties to qualify for mobilization and demobilization payments calculated by mileage. The contract is structured as an Agency Master Agreement with payment on an actual-hours-used basis verified by on-site inspectors. Work authorization occurs through written Work Directives with permitted work hours limited to 8:00 a.m. to 5:00 p.m. Monday through Friday, excluding weekends and observed state holidays unless prior written approval is obtained.
The maximum contract value is $500,000 across the entire contract term, including all renewals. The initial term is one calendar year with renewal options for up to three successive one-year periods, contingent on mutual written consent and approval by the Department and Attorney General's office. The contract is contingent upon legislative appropriation of funds and the Department reserves the right to cancel upon 30 days written notice.
Contractors must provide a 5% bid bond, 100% performance bond, and 100% labor/material payment bond; maintain commercial general liability and automobile liability insurance of at least $2,000,000 per occurrence; comply with West Virginia licensing requirements; and submit a drug-free workplace affidavit. Technical questions are due June 18, 2026. All bids must be submitted electronically through wvOASIS. Contact Larry T. Workman at (304) 414-1242 or larry.t.workman@wv.gov.
