About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Department of Environmental Protection, Office of Abandoned Mine Lands (WVDEP-AML), is soliciting bids through a Centralized Request for Quote (CRFQ 0313 DEP2500000013) for archaeological consulting services to conduct a Phase I Archaeological Survey at the proposed North Fork of Blackwater Acid Mine Drainage (AMD) Treatment site located in Tucker County. The project encompasses the investigation of archaeological resources within the broader AMD treatment infrastructure project, which includes construction of a lime storage silo, two round clarifiers, collection and conveyance systems, sludge disposal areas, and decommissioning of existing AMD treatment systems. The Phase I Archaeological Survey must include a comprehensive literature search at the West Virginia State Historic Preservation Office, field inspection and documentation of the survey area (with specific focus on the Miner's Rowhouse site, identified as 46Tu300, spanning approximately 0.5 acres across parcels 47-06-248A-12, 47-06-248A-11, 47-12-0247-2, and 47-06-0248-18), and a final electronic report to be delivered within 90 days of contract issuance. Above-ground historic resources within the Miner's Rowhouse site should be documented if present; however, above-ground resources in the broader project area are excluded from the survey scope. Vendors must possess minimum qualifications including at least five years of experience in archaeological consulting, a licensed archaeologist with a minimum of ten years of experience in archaeological consulting or related services and holding a master's degree in archaeology or anthropology, and at least one year of supervisory experience in archaeological resources studies. The solicitation closes on February 13, 2025, at 1:30 PM Eastern Time, with questions due by January 23, 2025, at 4:00 PM ET; a mandatory pre-bid meeting was held prior to the question deadline. Award will be made to the vendor submitting the lowest overall total cost meeting all required specifications, with all travel, mileage, and related costs incorporated into the lump-sum bid price. Vendors must maintain Commercial General Liability insurance of $1,000,000 per occurrence, Automobile Liability of $1,000,000 per occurrence, and Professional/Malpractice/Errors and Omissions Insurance of $1,000,000 per occurrence, with invoices submitted within 30 days of work completion to DEPDLRProcurement@wv.gov.

The solicitation documents do not specify set-aside designations for disadvantaged business enterprises, women-owned businesses, or other targeted business classifications; consequently, any qualified vendor meeting the professional and insurance requirements may submit a proposal. No incumbent vendor or current contractor information is identified in the available solicitation materials. The project involves federal funding and requires compliance with federal permitting and consultation requirements, including coordination with the U.S. Army Corps of Engineers, U.S. Forest Service, and the State Historic Preservation Office (SHPO); GIS shapefiles and KML files for the project area are available to vendors upon request through the wvOasis platform, and vendors must possess ArcGIS software to access the shapefile information. The solicitation documents do not provide a stated contract value, budget allocation, or award range; however, cost will be the sole evaluation criterion for award. All vendors must acknowledge receipt of both Addendum #1 (issued January 24, 2025) and Addendum #2 (issued January 31, 2025, which extended the bid closing date from February 4 to February 13, 2025) with their bid submissions to avoid disqualification. Bids should be submitted to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305, with inquiries directed to buyer Joseph E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.
