About this opportunity

The West Virginia Department of Environmental Protection is soliciting Statements of Qualifications from qualified Design-Build Entities to provide Progressive Design-Build services for the Ethel Hollow Stream Restoration project located near Ethel, West Virginia in Logan County. This Request for Qualifications (RFQ) seeks comprehensive stream restoration services across 4.46 miles of impacted waterways, including the Ethel Hollow main stem, Little Dark Hollow, Big Dark Hollow, and associated tributaries that have been affected by pre-1977 coal mining activities. The project is structured in two phases: Phase 1 involves design, permitting, and professional services to obtain an Authorization to Proceed from the U.S. Department of the Interior Office of Surface Mining, while Phase 2 encompasses design finalization and construction activities including stream stabilization, habitat structure installation, and site restoration. Qualified offerors must demonstrate the ability to obtain performance and payment bonds of $15 million and maintain specified insurance coverage including $2 million commercial general liability, $2 million automobile liability, statutory workers' compensation, and $1 million professional liability. The SOQ submission deadline is March 25, 2026, at 10:30 a.m. local time, with submissions required via wvOASIS along with six hard copies delivered to the WVDEP Charleston office; all SOQs must be submitted in searchable PDF format with the body limited to 20 single-sided pages, with supporting documentation submitted separately. A mandatory pre-proposal meeting and site walkthrough for short-listed offerors will be scheduled at a later date, followed by confidential individual meetings, proposal submissions, interviews, and notification of the preferred offeror at dates to be established. No more than three responsive and responsible firms will be short-listed to proceed to the RFP phase, and unsuccessful short-listed offerors who submit complete proposals and remain in competition until contract award will receive a stipend of $15,000.

Burns & McDonnell Engineering Company, Inc. is specifically prohibited from participating as a team member on this project. The procurement is funded through the Bipartisan Infrastructure Law, which requires compliance with federal funding requirements including the Davis-Bacon Act and Build America, Buy America Act. The project has an estimated available budget of $15 million, and the contract term extends through project closeout and the warranty period. There are no mentioned set-aside designations for disadvantaged enterprises or other restricted categories of organizations in the available documentation. Interested vendors should contact Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov for additional information regarding this opportunity, and all submissions must be made electronically through the wvOASIS Vendor Self Service (VSS) platform at www.wvOASIS.gov.
