About this opportunity

The Alton Mental Health Center (AMHC), a state agency of Illinois, seeks qualified vendors to provide environmental cleaning and decontamination services for approximately 250 items housed within the facility's Engineering Building that have been exposed to asbestos and lead paint hazards. The vendor must enter the Engineering Building equipped with appropriate personal protective equipment including Tyvek suits with booties, respirators with HEPA filters, and gloves, then remove and clean the designated items using HEPA vacuuming or wet wiping procedures outside the building before relocating them to other areas of the AMHC campus. The inventory includes equipment and supplies spanning five primary categories: Carpentry (power tools, saws, hand tools, fasteners, and lumber); Electrical (switches, receptacles, motors, wire, and conduit); HVAC (pumps, filters, boiler parts, refrigerant supplies, and ductwork); Painting (paint supplies, application equipment, primers, and coatings); and Plumbing/Pipefitting (pipe threaders, piping materials, fittings, valves, and fixtures), along with miscellaneous items such as scaffolding, ladders, shop equipment, and ice machine components. The proposal deadline is April 27, 2026, with the posting date of April 20, 2026. Vendors must comply with the State of Illinois Standard Terms and Conditions, maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, carry worker's compensation insurance as required by law, and adhere to prevailing wage requirements when applicable.

The procurement documents provided do not specify set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or award value ranges. However, all selected vendors must comply with Illinois law and the Illinois Freedom of Information Act, maintain books and records for a minimum of three years from final payment or contract completion (or five years if federal funds are utilized), and understand that the State of Illinois retains the right to terminate the contract for convenience with thirty days' notice. All work product, deliverables, and intellectual property created under the contract will be deemed work for hire and become the exclusive property of the State of Illinois. Any disputes arising from this contract shall be resolved exclusively through the Illinois Court of Claims. Interested vendors should review the attached Standard Terms and Conditions document and the detailed equipment inventory list to understand the full scope of services required and submission expectations.
