About this opportunity

The state of California, specifically the Caltrans Business Facilities & Security Division, is seeking a qualified ADA Accessibility Consulting Services contractor to conduct comprehensive compliance assessment surveys for its statewide office buildings. The selected consultant will be responsible for performing detailed data collection and analysis, producing individual compliance assessment survey reports for each of Caltrans' owned and leased facilities statewide. The project's primary objective is to support the ongoing development and evaluation of Caltrans' ADA Transition Plan, with a focus on identifying and documenting accessibility compliance issues across their real estate portfolio. The Request for Proposal (RFP) number 51A0484 was posted on May 13, 2016, with a proposal submission deadline of June 13, 2016. Potential bidders were required to participate in a pre-proposal meeting, as evidenced by the Pre-Proposal Sign-In sheet, and should have carefully reviewed both Addendum One and Addendum Two for additional details and potential modifications to the original solicitation.

The procurement opportunity includes specific provisions for small businesses, though a Disabled Veteran Business Enterprise (DVBE) goal is not required for this contract. Bidders must meet comprehensive insurance requirements, including Commercial General Liability, Automobile Liability, Workers Compensation, Employers' Liability, and Professional Liability coverage. While a specific contract value is not explicitly stated, the complexity of surveying all Caltrans statewide office buildings suggests a substantial project scope. The solicitation indicates a preference for businesses that can demonstrate expertise in ADA compliance assessments, architectural accessibility evaluations, and detailed reporting capabilities. Although no incumbent vendor is mentioned, the contract appears designed to support ongoing infrastructure compliance efforts, with potential for future related work contingent on the quality of initial deliverables and comprehensive survey findings.
