About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is soliciting bids for lop and scatter services on up to 1,158 acres in Garfield County under IFB AM27-5, with bids due August 4, 2026. Participation is limited exclusively to pre-qualified contractors currently listed on the State of Utah's Pre-approved/Pre-qualified Vendor list; non-prequalified bids will be rejected without consideration.
The scope requires the contractor to completely sever all live and dead pinyon pine and juniper trees and saplings within project boundaries on Henry Mountain south of Hanksville (elevation 5,900–7,400 feet), with cut material lopped and scattered to maintain slash heights not exceeding 24 inches above ground and cut lengths not exceeding 48 inches. The contractor must furnish all equipment, vehicles, chainsaws, and fuel; maintain an English-literate on-site supervisor during operational hours; and bear sole responsibility for equipment security, environmental compliance, hazardous materials handling, road restoration, and cultural resource protection. Work is limited to daylight hours (one-half hour before sunrise to one-half hour after sunset) unless contractor equipment is equipped with suitable exterior lighting and both parties agree to extend hours. Site inspection is strongly recommended but not mandatory.
Performance period is August 15, 2026, through November 30, 2026 (122 calendar days), with no extension options. The contractor must submit pricing on both per-acre and total project cost bases, including mobilization, operation costs, labor, equipment, and materials; no fuel surcharges or adjustments will be negotiated. Vendors must guarantee pricing through project completion; price adjustments require thirty days' notice, supporting market analysis documentation, and Division of Purchasing Director approval.
Award will be made to the lowest cost responsive and responsible vendor on a per-acre basis, resulting in a single contract. Final payment is a lump-sum amount based on actual completed acres following final inspection. The contractor must maintain commercial general liability coverage of at least $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance of $1,000,000 per occurrence if vehicles are used. Questions must be submitted during the designated Q&A period. Standard terms and conditions are non-negotiable; bids containing exceptions or modifications will be rejected as non-responsive.
