About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is requesting bids under IFB AM27-116 for mastication and bullhog services on up to 256 acres in Iron County, with bids due October 7, 2026. Participation is restricted exclusively to contractors currently listed on the State of Utah's Pre-approved/Pre-qualified Vendor list; vendors not pre-qualified are ineligible to submit.

The scope comprises mechanical vegetation treatment (mastication) of pinyon and juniper trees near Modena at elevations between 6,000 and 6,500 feet on slopes ranging from flat to 10%. The contractor must provide all labor, equipment, supervision, transportation, and operating supplies. Work includes removing all designated live and dead trees via chipping, shredding, or mulching, with mulch depth not exceeding six inches and stump heights capped at six inches. The contractor must furnish at least two mobile, tracked or wheeled hydraulically or PTO-driven mechanical mulchers with competent, fully qualified operators capable of working on slopes up to 35%. Work must begin within seven calendar days of receiving the Notice to Proceed and be completed by March 15, 2027. An English-literate supervisor must be on-site during all operating hours. No mandatory site visit is required, though bidders are encouraged to inspect the site.

Award will be made to the lowest cost responsive and responsible vendor based on cost per acre. The per-acre bid must include all mobilization, labor, equipment, materials, and operating costs; no fuel surcharges or price adjustments are permitted. The State retains discretion to implement minor change orders modifying acreage by up to 10% at the original per-acre price or major change orders for larger modifications, subject to a liability cap of 10% of untreated acreage remaining. The State may suspend or terminate work due to frozen soil or winter conditions.

Payment consists of one lump-sum final payment following project completion and final inspection. The contractor must guarantee its pricing through completion and comply with workers' compensation and commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate. A one-year warranty applies to all deliverables.
