About this opportunity
The State of Utah Division of Purchasing and Division of Wildlife Resources is seeking pre-qualified contractors to perform Lop and Scatter Services for 614 acres in Carbon and Emery County. The project involves mechanical removal of standing live pinyon and juniper trees and saplings using hand crews with chainsaws, specifically targeting trees with root collars of 12 inches and below. The scope of work requires contractors to cut and scatter vegetation, with trees over 12 inches to be left in place, and includes comprehensive site cleanup and environmental considerations. The procurement is structured as an Invitation for Bid (IFB) with the intent to award a single contract to the lowest cost responsive and responsible vendor, using a lowest cost per acre methodology for evaluation. The project performance period is from September 25, 2025, to December 1, 2025, with a submission deadline of September 23, 2025, and no mandatory site visit required.
Participation in this solicitation is exclusively limited to contractors currently on the pre-approved/pre-qualified vendor list, with strict communication protocols and compliance requirements. Vendors must certify adherence to state regulations, including anti-boycott provisions and restrictions on foreign entities. The contract requires comprehensive insurance coverage, including workers' compensation, commercial general liability, and commercial automobile liability. While no specific disadvantaged enterprise set-asides are mentioned, contractors must comply with employment practices and anti-discrimination laws. The procurement is funded through state resources, with the State of Utah reserving the right to terminate the contract if funding becomes unavailable. Vendors will be evaluated using a performance evaluation form that scores quality of service, timeliness, and contract management on a 1-5 scale, which can impact future pre-qualification status. Although a specific budget range is not disclosed, payment will be made as a lump-sum final payment based on the actual number of acres completed following final inspection.
