About this opportunity
The Florida Fish and Wildlife Conservation Commission is issuing an Invitation to Bid (ITB) for competitive pricing on aluminum work boats and related components from SeaArk manufacturers. The procurement encompasses multiple Jon boat models including 20-foot commercial duty vessels with 3-degree deadrise, 20-foot models available with 3-degree and 15-degree deadrise options, 18-foot models with 3-degree deadrise, 16-foot models with 3-degree deadrise, and 18-foot heavy duty models with 3-degree deadrise, with vessels to be ordered on an as-needed basis throughout the contract term. All vessels must meet U.S. Coast Guard and ABYC standards and include specified equipment such as LED navigation lights, marine-grade electrical systems with epoxy heat shrink connectors, 316-stainless steel hardware, closed-cell foam upholstery, hydraulic steering for engines 60 hp or greater, Rule bilge pumps, USCG-approved fuel tanks, Bimini tops with Sunbrella canvas, and center consoles. Bidders must submit percentage discounts off the Manufacturer's Suggested Retail Price (MSRP) for each boat model and configuration, with separate pricing required for the initial term and each of the three renewal years, and the contract will be awarded to the responsive, responsible bidder submitting the highest total percentage discount. Critical deadlines include a mandatory pre-bid conference call on February 25, 2026, at 10:00 AM ET, a written questions deadline of March 4, 2026, at 5:00 PM ET, and sealed bid submission by March 16, 2026, at 2:30 PM ET with public bid opening at the same date and time. The contract will be effective for one year upon issuance of the purchase order with FWC holding the option to renew on a yearly basis for up to three additional years under the same terms and conditions, with an anticipated award date of March 19, 2026. Bidders must be registered with MyFloridaMarketPlace and SunBiz prior to bid opening, provide a minimum of three verifiable references for similar projects, and submit all required certifications including vendor certification forms, foreign country attestations, subcontractor lists, and minority status reports.
This solicitation does not appear to include specific set-aside designations or restrictions limiting participation to particular organizational types, though bidders are required to submit minority status reports as part of the certification process. No incumbent vendors or current contractors are identified in the available documentation. The procurement involves standard integration with existing FWC operations as vessels will support the agency's fish and wildlife conservation mission. The contract includes a MyFloridaMarketPlace transaction fee of 0.7 percent of total payments, and all compensation is limited to the bid price accepted by FWC with no reimbursement for anticipatory costs. While specific budget ranges are not disclosed in this solicitation, the value will be determined by the competitive bidding process on MSRP discounts and the volume of vessel orders placed on an as-needed basis across the contract period.
