About this file
This is an Addendum Q&A document issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-27, "Aluminum Work Boats and Related Components." The FWC solicitation seeks competitive pricing on multiple SeaArk aluminum Jon boat models, including 20-foot commercial duty vessels, 20-foot models with variable deadrise options, 18-foot models, 16-foot models, and 18-foot heavy duty configurations, all to be ordered on an as-needed basis. The mandatory pre-bid conference call was scheduled for February 25, 2026, at 10:00 AM ET, with a written questions deadline of March 4, 2026, at 5:00 PM ET. All sealed bids were required to be submitted by March 16, 2026, at 2:30 PM ET, with public bid opening at the same date and time. The contract term extends for one year upon issuance of the purchase order, with FWC retaining the option to renew on a yearly basis for up to three additional years under the same terms and conditions. The anticipated award date was March 19, 2026.
Bidders were required to submit percentage discounts off the Manufacturer's Suggested Retail Price (MSRP) for each boat model and configuration, with separate pricing required for the initial term and each of the three renewal years, and the contract was to be awarded to the responsive, responsible bidder submitting the highest total percentage discount. All vessels must meet U.S. Coast Guard and ABYC standards and include specified equipment such as LED navigation lights, marine-grade electrical systems, 316-stainless steel hardware, closed-cell foam upholstery, hydraulic steering, Rule bilge pumps, USCG-approved fuel tanks, Bimini tops, and center consoles. Bidders must be registered with MyFloridaMarketPlace and SunBiz prior to bid opening and provide a minimum of three verifiable references. The key addendum question and answer addresses that FWC will only accept SeaArk boats and will not consider substitute aluminum boat brands or models, even if custom-built to meet or exceed all specifications including full USCG/ABYC compliance. The contract includes a MyFloridaMarketPlace transaction fee of 0.7 percent of total payments.
