About this opportunity
The Pinellas County School District is soliciting sealed electronic bids through a Request for Quotation for the supply of alternators and starters in new, remanufactured, and rebuilt conditions. Qualified suppliers must be located within 40 miles of the Walter Pownall Service Center in Largo, Florida, and must deliver products to four designated bus compounds within two calendar days of order receipt. The RFQ establishes nine pricing categories covering Leece Neville alternators (new, remanufactured, and rebuilt), miscellaneous alternators (new, remanufactured, and rebuilt), and starters (new, remanufactured, and rebuilt), with bidders required to provide unit costs for specified part numbers and balance-of-line discount percentages. Bids must be submitted electronically via the District e-Procurement Portal at https://procurement.opengov.com/portal/PCSB no later than 3:00 pm on March 24, 2026, with a deadline for additional questions by March 10, 2026. Bid evaluation and contractor selection is scheduled for March 25 through April 8, 2026, with a Notice of Intent to Award posted on April 17, 2026, and School Board approval estimated for April 28, 2026. The contract period commences May 16, 2026, and ends May 15, 2027, with options for two additional one-year renewal periods by mutual consent and up to three additional 30-day unilateral extensions at the District's discretion. Pricing and discounts must remain firm throughout the contract period and include all freight and handling charges, with price escalation or de-escalation permitted at each renewal period limited to the previous year's Consumer Price Index change upon 60 days' written notice.
No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are identified in the solicitation materials. Contractors must comply with Florida's Jessica Lunsford Act background screening requirements, E-Verify employment verification, drug-free workplace certification, and public entity crime sworn statements. The District reserves the right to award by line item, section, or aggregate total and explicitly prohibits exclusive arrangements, maintaining the right to use alternative suppliers when economically advantageous, indicating no incumbent vendor protection. The District estimates the contract value at approximately $40,000 annually, excluding renewal options, though actual purchases may vary based on operational needs. Bidders who wish to challenge district decisions regarding the award may file a written notice of protest within 72 hours after bid tabulation posting, followed by a formal written protest within 10 days, with protest security equal to 1 percent of the estimated contract value (minimum $500, maximum $5,000) required at the time of filing the formal protest.
