About this opportunity
The state and local contract opportunity, posted by Clackamas County in Oregon, involves a study conducted by the Wild Fish Conservancy to evaluate alternative fishing gears for commercial salmon harvesting in the lower Columbia River. The primary objective is to assess modified fish traps that can target hatchery-produced salmon while minimizing bycatch mortality of endangered salmonid stocks. The study will involve comprehensive research methodologies including mark-release-recapture studies to estimate post-release survival, migration delay effects, and cumulative commercial capture impacts on wild Chinook and steelhead populations. The project is scheduled to run from August 15 through October 31, 2021, with a proposal submission deadline of September 9, 2021. Key deliverables include detailed species enumeration, data collection protocols, and statistical analyses that can potentially inform future commercial fishing practices. Qualified respondents will need expertise in marine biology, fisheries management, and statistical research methodologies.
No specific set-aside designations or restrictions on organizational respondents were explicitly mentioned in the contract opportunity documentation. The total budget for the study is $50,000, which covers salaries, travel expenses, and supplies. While no incumbent vendors were identified, the study appears to be part of ongoing collaborative efforts among state and local agencies in Oregon to develop more sustainable commercial fishing strategies. The research aims to create economically viable harvesting methods that simultaneously protect endangered salmon populations. Integration requirements seem minimal, focusing primarily on scientific research capabilities and field study expertise. Potential respondents should be prepared to demonstrate technical proficiency in marine research methodologies, statistical analysis, and sustainable fisheries management.
Opportunity text
Wild Fish Conservancy will do evaluations of possible alternative fishing gears for commercial harvest of fish in the lower Columbia River have been ongoing for over a decade. If alternative gear(s) can allow for economically viable commercial harvests of hatchery-produced salmon with reduced impacts on ESA-listed or other depleted salmonid stocks, the use of such gear(s) could increase the overall harvest of hatchery-produced salmon
