About this opportunity

The Board of Regents of the University System of Georgia on behalf of Albany State University is issuing a Request for Qualifications for design professional services for Project J-462, a renovation of an 8,100 gross square foot building to convert it into a Criminal Justice Learning Lab and Public Safety administrative space located in Albany, Georgia. The procurement seeks a qualified architectural/engineering firm to provide comprehensive design services including programming, schematic design, design development, construction documents, and construction administration for this $2,400,000 estimated construction project. The design professional must be a registered architectural/engineering firm performing a minimum of 50 percent of architectural design services in-house, with associated firms permitted to provide up to 50 percent of services. Key deliverables include cost estimating at three distinct phases (conceptual design, schematic design, and design development) prepared by a third-party cost estimator, complete programming services, and incorporation of sustainable design principles consistent with Georgia's Energy Efficiency & Sustainable Construction Act of 2008 and Georgia Peach certification requirements. The two-step selection process includes Step I with Statements of Qualifications due April 23, 2026 at 2:00 PM, with finalists to be notified by May 1, 2026; Step II requires mandatory site visits on May 7, 2026, fee proposals due May 20, 2026 at 2:00 PM, and finalist interviews on May 21, 2026, with design services anticipated to commence in Summer 2026 and construction documents due in Spring 2027. Selection will be based on firm stability (25 percent weight), relevant project experience and qualifications (45 percent weight), and project suitability including proximity to site and public building experience (30 percent weight). Submissions must be uploaded electronically in PDF format to the BOR Egnyte platform and limited to 50 pages maximum.

No specific set-aside designations are identified for disadvantaged enterprises; however, the project requires tracking and documentation of Minority Business Enterprise (MBE) and Woman-Owned Business Enterprise (WBE) participation through required forms. All proposers must comply with federal E-Verify work authorization requirements and provide contractor affidavits confirming registration and continuous use of E-Verify throughout the contract period. Professional liability insurance coverage documentation with notarization is required as part of the submittal. The design professional base fee is estimated at approximately $280,000 for basic design and construction administration services, inclusive of all specialty consultant fees and reimbursable expenses, with additional specialty consultant fees identified separately as allowable additions. Existing CAD files and all relevant building documentation will be provided to the selected design team to facilitate project delivery. Proposers must submit multiple exhibits and certifications including statements of qualifications, certification forms sworn before a notary public, project team composition documentation, design professional fee proposals, proposer disclosure statements addressing conflicts of interest, Section 179D tax allocation agreement elections, and contractor affidavits, all demonstrating compliance with Georgia and federal regulations governing state contracts.
