About this opportunity

The City of Alpharetta, Georgia (Fulton County) is requesting proposals from qualified engineering consulting firms for the Alpha Loop Design project covering approximately 6,300 linear feet of multi-modal infrastructure improvements across three road segments: the east side of Northwinds Parkway (3,500 linear feet), the north side of Haynes Bridge Road (1,800 linear feet), and the east side of Morrison Parkway (1,000 linear feet), as well as complete redesigns of two intersections (RFP 26-114, Georgia Procurement Registry Event ID PE-66085-NONST-2026-000000083). The scope of work includes conceptual design, engineering surveys, utility coordination, final construction plans, construction cost estimates, Georgia Department of Transportation (GDOT) permitting, and design elements such as 6-foot landscaping buffers, 12-foot wide sidewalks, enhanced crosswalks, lighting, landscaping, retaining walls as needed, signalization adjustments, public art placement, and Alpha Loop directional signage. Proposals must be submitted electronically through the Bonfire platform by March 19, 2026, at 10:00 AM, with City Council award expected within 120 days of the response due date. Evaluation will be based on a 100-point scoring system comprising Statements of Qualifications (20 points), Example Projects (20 points), Technical Approach (35 points), and Cost Proposal (25 points). Required submittals include a cover letter (maximum 2 pages), statement of qualifications with resumes (maximum 7 pages), example projects (maximum 3 pages), technical proposal with project schedule (maximum 5 pages), IRS Form W-9, Bidder's Disclosures and Certifications, a notarized E-Verify affidavit, and a completed questionnaire. All documents must comply with specified formatting requirements including single spacing, 10 to 12-point black font, and PDF format, with all inquiries directed exclusively to the designated Procurement Agent, Debora Westbrook, through the Bonfire project Q&A tab during the no-communication period beginning February 12, 2026.

The RFP documents do not identify any set-aside designations for disadvantaged enterprises, small businesses, or other restricted categories, nor do they reference any incumbent vendors or current contractors for this project. Qualifying firms must maintain professional liability insurance of at least $1,000,000, commercial general liability coverage of $1,000,000, commercial automobile liability of $1,000,000, and commercial umbrella liability coverage of $2,000,000 throughout the contract term. All contractors must register with and maintain participation in the federal E-Verify work authorization program, with failure to do so constituting a material breach of contract, and must ensure all subcontractors also comply with E-Verify requirements. Bidders must complete and submit the Bidder's Disclosures and Certifications form certifying non-debarment status, absence of criminal convictions or civil judgments within the three-year preceding period for specified offenses, and compliance with all state and federal equal opportunity and non-discrimination requirements. The project is locally funded with no federal or state funding anticipated, and the RFP does not disclose a specific budget range or contract award value, with pricing to be evaluated as part of the cost proposal component (25 points) submitted separately through Bonfire.
