This is a Request for Proposals (RFP) issued by the City of Alpharetta, Georgia for engineering design services related to the Alpha Loop project. The City is soliciting proposals from qualified engineering firms to design approximately 6,300 linear feet of multi-modal infrastructure improvements along three road segments—the east side of Northwinds Parkway (3,500 linear feet), the north side of Haynes Bridge Road (1,800 linear feet), and the east side of Morrison Parkway (1,000 linear feet)—as well as complete redesigns of two intersections. The scope of work includes conceptual design, engineering surveys, utility coordination, final construction plans, construction cost estimates, GDOT permitting, and design elements such as 6-foot landscaping buffers, 12-foot wide sidewalks, enhanced crosswalks, lighting, landscaping, retaining walls as needed, intersection signalization adjustments, public art placement, and Alpha Loop directional signage. Proposals must be submitted electronically through the Bonfire platform by March 19, 2026, at 10:00 AM. No pre-proposal meeting is scheduled; however, the City will conduct administrative review and may invite shortlisted firms for presentations, interviews, or site visits. The contract does not include a specified term or renewal options in the available documentation.

Evaluation will be based on a 100-point scoring system comprising Statements of Qualifications (20 points), Example Projects (20 points), Technical Approach (35 points), and Cost Proposal (25 points). The project is locally funded with no federal or state funding anticipated. Proposals must include a cost proposal with detailed task-based pricing and personnel rate sheets submitted separately through Bonfire, though no specific budget range is disclosed in the RFP. Required submittals include a cover letter (maximum 2 pages), statement of qualifications with resumes (maximum 7 pages), example projects (maximum 3 pages), technical proposal with project schedule (maximum 5 pages), IRS Form W-9, Bidder's Disclosures and Certifications, a properly notarized E-Verify affidavit, and a completed questionnaire. All proposals must comply with specified document formatting requirements including single spacing, 10 to 12-point black font, and PDF format. The RFP imposes a strict no-communication period beginning February 12, 2026, with all inquiries directed exclusively to the designated Procurement Agent, Debora Westbrook, through the Bonfire project Q&A tab.
