About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Fish and Wildlife Resources, issued Request for Bid (RFB) 758 2200000544 on March 22, 2022, seeking the supply of alfalfa and soybean meal for the Minor Clark Fish Hatchery located in Rowan County. The procurement requires 44 tons of alfalfa meal meeting a minimum 17% protein specification with 0.5% added oil and 44 tons of soybean meal with 44-48% protein content, both delivered in 50-pound bags on wooden pallets to 120 Fish Hatchery Road, Morehead, Kentucky 40351. All delivery must occur during normal receiving hours (Monday through Friday, 7:00 AM to 3:00 PM Eastern Time, excluding state holidays), with the soybean meal required by June 15, 2022, and vendors must provide unloading services using equipment such as a floor jack, automatic unloader, or forklift. The Commonwealth will award the contract to a single vendor on a best value basis for all line items, with evaluation based on price weighted at 90 points and delivery time weighted at 10 points for a total of 100 possible points. Written questions were due by March 29, 2022 at 10:00 AM ET, with bid submissions due electronically through the Kentucky eProcurement system by April 5, 2022 at 1:30 PM ET; a bidders' conference call was scheduled for 3:30 PM ET on the closing date at 844-603-5060, Participant Code 44510. All pricing must be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis with vendors responsible for all shipping costs, and pricing must remain valid for a minimum of 60 calendar days following the bid due date.
Kentucky resident bidders are eligible to receive reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities may receive preference equal to 15-20 percent of maximum points. All bidders must comply with state tax registration requirements, federal tax exemption provisions, equal employment opportunity requirements, and accessibility standards, and must submit an Annual Affidavit certifying compliance with Kentucky statutory requirements regarding campaign finance laws, tax obligations, and prohibitions on boycotts. Vendors must provide complete invoices and packing lists upon delivery, maintain valid contact information, and replace any damaged or spoiled products within four business days of discovery; the Commonwealth reserves the right to procure items on the open market if delivery timelines are not met, with any cost differential charged to the vendor. No incumbent vendors, budget ranges, or award values were specified in the procurement documents. For additional information, interested vendors may contact Keith Srutowski at 502-564-7007.
