About this opportunity
The Texas Alcoholic Beverage Commission is requesting proposals for an Alcohol Meter/Digital Density Meter laboratory equipment system under RFP 458-E260400, with proposals due June 30, 2026 at 5:00 p.m. CDT and a mandatory VetHUB Subcontracting Plan required in all responses — failure to submit results in rejection and ineligibility for award.
Respondents must meet minimum qualifications of five years' recent business experience or ownership/executive management experience providing similar equipment and services, provide client references, verify financial solvency, and hold authorization to do business in Texas. All respondents must make extensive statutory affirmations under Texas Government Code, including E-Verify compliance, non-debarment certification, and disclosure of beneficial ownership.
The instrument must perform automated analysis of alcoholic beverages across 0.01% to 65% ABV with rapid analysis times, store 100 to 1,000+ results, and support Bluetooth, IrDA, and USB connectivity. The vendor must provide comprehensive warranty coverage with a minimum ten-year service life, in-person training within two weeks of installation, certified engineer installation and configuration services, and technical support with a three-day response time for corrective maintenance. Equipment must be delivered to TABC Headquarters in Austin via bonded carrier with installation and configuration completed by December 31, 2026.
The total contract amount shall not exceed $135,000, with the TABC reserving the right to increase compensation if additional funding becomes available. Cost proposals must separately itemize labor, materials, equipment, and all associated costs for equipment and services. The contract term runs from award date through December 31, 2026, with no optional renewal periods.
Evaluation weighting is Cost (40%), Instrument Capability and Accessory Equipment (30%), Product Availability and Delivery Schedule (10%), Warranty and Support Terms (5%), Training (5%), Overall Clarity and Quality of Response (5%), and Virtual Demonstration (5%). Virtual demonstrations are scheduled during the July 1–15 evaluation period. Questions are due June 15, 2026, with TABC responses posted June 18. Anticipated Notice of Award is July 21, 2026, with contract start September 1, 2026. Respondent offers are binding for 60 days from the due date.
