About this opportunity
Palm Beach County Department of Airports is requesting proposals for airport planning consultant services across four county-owned airports (Palm Beach International, North Palm Beach County General Aviation, Palm Beach County Park, and Palm Beach County Glades) under qualifications-based RFP DOA 26-5, with proposals due June 9, 2026 at 3:00 p.m. Up to three firms will be selected; Addendum No. 2 states up to five firms will be shortlisted.
An SBE participation goal of a minimum 15% applies to work funded locally. DBE participation goals will be established for individual Consultant Service Authorizations (CSAs) eligible for federal or state funding; Addendum No. 2 specifies a 0% DBE goal for this solicitation. Prior to proposal submission, any firm providing architectural, engineering, landscape architectural, or surveying and mapping professional services must be CCNA certified by the County's Engineering and Public Works Department.
The scope encompasses master planning, airfield and terminal planning, landside planning, environmental services, noise analysis, land use planning, finance services, technology services, and extension-of-staff support provided on an as-needed basis through individual CSAs. Consultants may propose on one or more of ten identified service categories and are not required to cover all facets of the scope. Compensation will be determined task-by-task through individual CSAs using fixed price/lump sum or time charge/not-to-exceed arrangements, with no minimum guaranteed amount. Labor rates are subject to a maximum two-year lock-in with potential increases up to three percent annually if supported by the Consumer Price Index.
The estimated annual contract value is $1 million with a two-year initial term and three optional one-year renewals at the County's discretion. Work is funded from federal, state, and local sources depending on individual CSA funding eligibility. The incumbent is Ricondo and Associates Inc. Selected consultants must maintain $5 million commercial general liability and professional liability per occurrence / $10 million aggregate coverage, and workers' compensation insurance. A non-mandatory pre-proposal conference was held May 27, 2026; written questions were due June 2, 2026. Evaluation criteria include professional qualifications and past performance (35 points shortlist / 50 points final), approach and understanding of project goals (35 points shortlist / 20 points final), and volume of previous work awarded by the County over the past four years (10 points both stages). Final selection occurs in July 2026 following presentations and interviews. Proposals must include one original and six copies plus one electronic PDF copy, and Standard Form 330 with resumes and up to five project examples.
