About this file
This Addendum No. 2, issued June 3, 2026, modifies the Request for Proposals (RFP) for Airport Planning Consultant Services (DOA 26-5) by the Palm Beach County Board of County Commissioners, Department of Airports. The RFP seeks qualifications-based selection of consultant firms to provide professional planning and consulting services across multiple disciplines including master planning, airfield operations, terminal services, landside development, environmental assessment, noise analysis, land use planning, finance, technology, and extension-to-staff support for four airports within the Palm Beach County airport system: Palm Beach International Airport (PBI), North Palm Beach County General Aviation Airport (F45), Palm Beach County Park Airport (LNA), and Palm Beach County Glades Airport (PHK). A pre-proposal conference was held on May 27, 2026, and the proposal submission deadline is June 9, 2026, at 3:00 p.m. local time. Proposers must submit one original and six bound copies plus one electronic PDF copy on a flash drive. Up to five firms will be shortlisted, with final selection occurring in July 2026 following presentations and interviews.
The estimated annual contract value is $1,000,000 with no guaranteed work. The RFP requires DBE participation with a 0% goal and SBE participation with a 15% goal. Consultant firms must obtain Consultant's Competitive Negotiations Act (CCNA) certification prior to proposal submission if required by Florida statute. Evaluation criteria include professional qualifications and past performance (35 points for shortlist, 50 points for final selection), approach and understanding of project goals with quality of presentation (35 points for shortlist, 20 points for final selection), and volume of previous work awarded by the County over the past four years (10 points for both stages). Insurance requirements per the Sample Contract Article 11 mandate $5 million per occurrence and $10 million aggregate coverage. Funding sources include federal, state, and local funds, with specific DBE goals to be established for each Consultant Services Agreement based on funding eligibility.

Acknowledgement of Receipt of Proposer
ADDENDUM NO. 2
This addendum includes the following:
1. Pre-Proposal PowerPoint, Meeting Minutes, and meeting audio recording from May 27th, 2026.
2. Questions
Question: Will a copy of the slide deck be distributed from the Pre-Proposal meeting?
Response: Yes, it is included in this addendum.
Question: Do you know how many firms are planned to be shortlisted?
Response: Per PPM CW-O-048, DOA must shortlist two (2) more firms than would selected. For this RFP, up to five firms will be shortlisted.
Question: Is this RFP for consulting work only?
Response: Yes.
Question: Does DOA anticipate needing extension staff to be physically present at the airport or is there flexibility for hybrid or fully remote staff?
Response: It depends on the task that is assigned.
Question: Does this scope include any after-hour consulting services?
Response: Potentially, all DOA airports operate a 24-hours per day, seven days per week.
Question: How would DOA like joint ventures to be presented in the RFP?
Response: If the joint venture is a teaming effort, only the Prime consultants should be presented in the RFP. If joint ventures are in a legal business arrangement, they may present the independent parties as one prime consultant.
Question: Whether a firm bidding solely on the Technology category under DOA 26-5 is required to be CCNA-certified prior to proposal submission.
Response: Information regarding the design consultant certification process is contained in Section V.E.
Question: If CCNA certification is required, the specific CCNA category designation the County will accept for technology consulting services under this solicitation (including whether the Department of Airports will sponsor a Category 13 designation).
Response: Information regarding the design consultant certification process is contained in Section V.E.
Question: Whether "applied to" status under RFP Section V.E. — i.e., a complete CCNA application submitted to Engineering & Public Works but not yet adjudicated — is sufficient at the time of proposal submission on June 9, 2026.
Response: Information regarding the design consultant certification process is contained in Section V.E.
Question: What is the anticipated overall contract value for this project?
Response: Annual total value of all contracts issued under this RFP is estimated to be $1,000,000, however, no work is guaranteed.
Question: Attachment H, Sample Contract, Article 11 – We have noted that the insurance requirements are not completely consistent with Section V, Article G of the RFP. Specifically, the requirement here states that we must maintain $5M each occurrence and $10M aggregate, whereas Article G required $5M per claim/aggregate. Can you please clarify that the requirements are as stated in Article G and not the Sample Contract, Article 11.
Response: Please refer to Article 11 of the Sample Contract for insurance requirements.
Question: On Page 4/11 (Page 5 of PDF) Section E – Evaluation Criteria – 2 the RFP states “Demonstrated understanding of the project and County’s goals and objectives.” Could you please provide a reference to the County’s goals and objectives so we can adequately address them in our response?
Response: Please refer to the Vision, Mission, Values, Goals & Strategic Priorities adopted by the Palm Beach County Management Team and the County Administrator outlined on the County’s website: https://discover.pbc.gov/administration/Pages/mission.aspx
Question: Could DOA please clarify whether it wants the Organizational Chart included in the SF 330 and after the Proposal Certification Form, or in just one place?
Response: Submit all required proposal contents as listed under Section VI. D. of the RFP.
Question: Could DOA please clarify what, if any, content is expected to be included in Section H - Additional Information of the SF 330?
Response: Submit all required proposal contents as listed under Section VI. D. of the RFP including all required responses listed under Standard Form 330.
Question: Will tabs/proposal dividers go towards the page count for a section?
Response: No.
Question: Does DOA intend for addenda to count as supplements in this Attachment B?
Response: Yes.
Question: Is 15%, as discussed in the pre-proposal meeting, to be included in this form as well?
Response: Yes.
Question: Does the Volume of Previous Work Awarded include work a subconsultant to one of the DOA's current prime consultants?
Response: Yes.
Question: Can DOA plainly state what is expected on the OSDB Schedules and the DBE Schedule 6A?
Response: Submit OSBD Schedules 1 & 2 with categories listed that may be covered by SBE firms with estimated percentage of work per category.
Question: Will a recording of the May 27th pre-conference meeting be made available?
Response: Upon public records request.
This Addendum includes the following attachments:
1. Pre-Proposal meeting minutes
2. Pre-Proposal PowerPoint PDF
3. Audio recording
