About this opportunity

Palm Beach County Department of Airports is requesting proposals for airport planning consultant services on June 9, 2026, under a continuing-contract structure with up to three firms selected and a non-mandatory pre-proposal conference on May 27. This is a qualifications-based procurement with no overhead rates, fees, or cost information required in proposals; compensation will be negotiated task-by-task on a fixed lump-sum or time-and-material not-to-exceed basis.

The scope covers master planning, airfield planning, terminal analysis, landside planning, environmental documentation, noise analyses, land use assessment, finance support, technology implementation, and extension-of-staff services across four county-owned airports: Palm Beach International, Palm Beach County Park, North Palm Beach County General Aviation, and Palm Beach County Glades. Tasks will be assigned through individual Consultant Service Authorizations on an as-needed basis. Prior to proposal submission, any firm or individual serving as prime or sub-consultant must obtain CCNA certification from the County's Engineering and Public Works Department.

A minimum 15 percent Small Business Enterprise participation goal applies to local-only funded CSAs. DBE participation is required for federally or state-funded tasks subject to 49 CFR Part 26. The initial contract term is two years with three optional one-year renewals at the County's discretion. No minimum amount of professional services or compensation is guaranteed. Labor rates are subject to a three percent annual increase cap supported by Consumer Price Index documentation. Selected consultants must maintain commercial general liability, business automobile liability, and professional liability insurance of $5 million each per occurrence.

Evaluation is weighted on firm qualifications and past performance (35 points for short-list committee, 50 for final selection), project approach and understanding (35 points for short-list, 20 for final), and volume of previous County work over the past four years (10 points for both committees). Questions are due June 2 by 3:00 PM. Addendum 1 was posted May 22, 2026.
