2. Questions

Question: I’m trying to respond to RFP-120-DOA 265-5-1. While we are prequalified with

PBC, I cannot click “respond” to this RFP because it is grayed out. How might this get resolved so we are able to submit a proposal for this effort?

Response: VI. C. Consultants interested in this project are required to furnish one (1) original and six (6) copies for a total of seven (7) of their proposal and a copy on electronic media to the following by 3:00 P.M. on June 9, 2026:

Director of Planning

Department of Airports

846 Palm Beach International Airport

West Palm Beach, FL 33406-1470

Question: Who are the incumbents of this contract?

Response: Ricondo and Associates Inc.

Question: Does the prime need to cover all facets of scope of work?

Response: A consultant is only required to list the category of services in which the consultant desires consideration for and is able to provide relevant qualifications that prove competence in those areas.

Question: We would appreciate clarification regarding consultant team composition under

DOA 26-5, as certain sections of the solicitation appear to convey differing expectations regarding subconsultant participation.

For example, the RFP states that firms may not add or delete team members after the proposal due date, which suggests that any consultant team members/subconsultants would need to be identified at the time of submission. Additionally, the solicitation references firms serving “as prime consultant or as a subconsultant,” includes SBE/DBE participation requirements and related forms, and states that failure to meet committed SBE participation may result in compliance actions or penalties.

However, other language within the solicitation appears to indicate that no subconsultants are to be proposed, which could suggest the County’s preference is for firms to submit as a single prime consultant entity unless specialty services are necessary.

Can the County please clarify whether consultant teams that include subconsultants are expected under this solicitation and, if so, whether subconsultants are expected to be specifically identified by discipline/service area in the proposal submission? If subconsultants are to be identified, are those firms required to be CCNA-certified and VSS-registered at the time of submission, as indicated in the RFP?

Response: III. G. A team of subconsultants should not be presented in the Proposal due to the unknown specific scope of work to be assigned through each CSA. Subconsultants will be identified during CSA development.

If the SBE goal is to be attained through subconsultants, list anticipated roles, disciplines or service categories on Schedule 2 for which SBE certified subconsultants may be used.

The Proposer must also indicate anticipated SBE utilization in a percentage per IV. A. 3.

Question: On page 6 of 11, Item A.3 Proposal Submission Documentation, it states

“Although no subconsultants will be proposed, the Proposer must list anticipated roles, disciplines or services categories on Schedule 2 for which SBE certified subconsultants may be used. The Proposer must also indicate anticipated SBE utilization, in a percentage, for the portions of the Contract that will be local-only funded.” To clarify, is the intent that we should list the types of work that we may fill with an SBE subconsultant without listing any subconsultants name? For Schedule 2 of Attachment E, can we leave the second column blank where it requests the name and signature of our subconsultant firm?

Response: Yes. Yes.

Question: On page 6 of 11, item B.2 Goal, it states, “No DBE goal has been established for this solicitation.” This is followed by item B.3 Proposal Submission Documentation, where it states, “In order to be deemed responsive to this solicitation, all Proposers are required to submit with their proposal the DBE Schedule 6A.” Can you clarify how we are to fill out

DBE Schedule 6A (Attachment G, Exhibit 4) if there is no DBE goal established?

Response: List your firm and sign DBE Schedule 6A.

Question: Page 3, the last sentence of the second paragraph states, "a consultant must submit a Proposal that lists the category of services in which the consultant desires consideration with relevant quals that prove competency in those areas."

Are the 10 areas shown under the scope of work considered the "categories of service"?

Response: Yes.

Question: Is it acceptable to indicate which service areas we would like to be evaluated on in the Letter of Interest?

Response: Yes.

Question: Page 6, Section IV, A.3. Proposal Submission Documentation states, "The proposal must also indicate anticipated SBE utilization, in a percentage, for the portions of the contract that will be local-only funded."

Without knowing what tasks will be assigned to our team, how are we to know what level of

SBE utilization is required for the portions of the contract to be local-only funded?

Are you able to share what categories of service(s) will include projects that the DOA anticipates will be locally funded?

Response: Please see the list of anticipated services under Scope of Work on Page 2 of 11 for categories of services.

Question: Page 9, Section C. Proposal Submission. Does the "original" copy of our proposal need to include wet signatures for all of the required forms or is digital signature acceptable?

Response: Forms not requiring notarization may use digital signature.

Question: Page 9, Section D. Required Content, Content, 3. Provide current Standard Form

330.

Should proposers submit the entire SF330 or just Section E. Resumes?

Response: Please submit the entire Standard Form 330 as part of the Proposal

Submission.

Question: Will the County consider proposed revisions to the template contract and, if so, how should those be submitted?

Response: Yes, the County will consider proposed revisions to the template contract. Please submit proposed revisions to rfi@pbia.org.

Question: Is sustainability (LEED Consulting) of interest?

Response: Please reference the RFP to determine if your firm’s services and qualifications meet requirements.

Question: The solicitation specifies five reference project examples for SF330 submissions.

Would the County object to submitting more than five projects?

Response: Only five (5) projects will be considered under the SF330.

Question: Would the County please clarify whether proposers should only list SBE roles and percentages in the requested Schedule 2, or if it is acceptable to reference or name specific firms within the proposal?

Response:

III. G. Subcontracting. A team of subconsultants should not be presented in the Proposal due to the unknown specific scope of work to be assigned through each CSA.

Subconsultants will be identified during CSA development.

IV. A. 3. Although no subconsultants will be proposed, the Proposer must list anticipated roles, disciplines or service categories on Schedule 2 for which SBE certified subconsultants may be used. The Proposer must also indicate anticipated SBE utilization in a percentage

Question:

We have expertise providing sustainability consulting services (LEED certification) for airports. Is this of interest?

Response: Please reference the RFP to determine if your firm’s services and qualifications meet requirements.
