About this opportunity
Jefferson County, Colorado is selecting qualified firms to prepare an Airport Master Plan and provide on-call planning services for Rocky Mountain Metropolitan Airport under a qualifications-based selection process, with responses due November 10, 2026 at 2:00 p.m. This is a QBS procurement in which pricing is not permitted in responses and award is based solely on demonstrated qualifications.
Minimum qualifications require five years of previous experience in airport planning and environmental services, proven FAA-funded project experience or demonstrated familiarity with the Airport Improvement Program grant process, and ability to meet specified insurance requirements with Jefferson County named as Additional Insured. The scope encompasses master plan development aligned with FAA Advisory Circular 150/5070-6B, environmental compliance studies under the National Environmental Policy Act, stakeholder engagement programs, and potential additional services including airport data collection, facility inventories, land surveys, GIS analysis, noise studies, compatible land-use planning, and airspace reviews. RMMA is a general aviation reliever airport serving the Denver metroplex with over 210,000 operations in 2025 and 400 based aircraft; the existing master plan was completed in 2011.
The contract term is four years with a single one-year renewal option, with performance beginning January 1, 2027. Funding sources include Jefferson County funds and FAA grants under the Airport Improvement Program. Selected firms must comply with 2 CFR Part 200 Appendix II, FAA AIP guidelines, and Civil Rights/Title VI Assurances. Evaluation criteria include key personnel qualifications (25 points), capability to perform proposed services (25 points), project completion history (10 points), knowledge of FAA regulations (10 points), stakeholder engagement experience (10 points), staff availability and responsiveness (10 points), and familiarity with RMMA's specific opportunities and challenges (10 points). The selection committee will identify the top three qualified firms and may conduct interviews before final selection. Questions are due October 19, 2026 at 5:00 p.m.; an addendum is estimated to be posted October 23, 2026. Responses must be submitted electronically through BidNet and become public records under the Colorado Open Records Act.
