The project encompasses master plan development aligned with FAA Advisory Circular 150/5070-6B, environmental compliance studies under the National Environmental Policy Act (NEPA), stakeholder engagement programs, and potential additional services including airport data collection, facility inventories, land surveys, GIS analysis, noise studies, compatible land-use planning, and airspace reviews. RMMA, a general aviation reliever airport serving the Denver metroplex with over 210,000 operations in 2025 and 400 based aircraft, anticipates receiving an FAA planning grant in 2027, with a master plan update needed since the last plan was completed in 2011.

Funding sources include Jefferson County funds and Federal Aviation Administration grants under the Airport Improvement Program (AIP). Selected firms must comply with all applicable federal regulations including 2 CFR Part 200 Appendix II, FAA AIP guidelines, and Civil Rights/Title VI Assurances (49 U.S.C. 47123/49 CFR Part 21). Minimum qualifications require five years of previous experience in airport planning and environmental services, proven FAA-funded project experience or demonstrated familiarity with the AIP grant process, and ability to meet specified insurance requirements with Jefferson County named as Additional Insured. Selection will be based on evaluation criteria including key personnel qualifications (25 points), capability to perform proposed services (25 points), project completion history (10 points), knowledge of FAA regulations (10 points), stakeholder engagement experience (10 points), staff availability and responsiveness (10 points), and familiarity with RMMA's specific opportunities and challenges (10 points). The selection committee will identify the top three qualified firms and may conduct interviews before final selection. Call Planning Services.

RMMA serves as a general aviation reliever airport in the Denver metroplex, offering convenient access to Jefferson County, Boulder, Denver, and numerous other communities and businesses along the US36 corridor. The airport experienced over 210,000 operations in 2025 and is home to over 400 based aircraft and several aeronautical businesses. The 2025 Colorado Aviation Economic Impact Study estimated $1.4 billion in total business revenue generated by RMMA, with 4,969 jobs, $427.5 million in payroll, and $748.6 million in total value added. The airport is served by three paved runways and a Federal Aviation Administration (FAA) air traffic control tower.

RMMA’s last master plan update was completed in 2011. The County anticipates receiving an FAA planning grant in 2027 for the development of a new master plan. This presents an opportunity to engage with airport stakeholders while revisiting the forecasts, guidance and recommendations from the 2011 master plan. RMMA is also already underway with a Part 150 Airport Noise Compatibility Study, which may provide some initial guidance in terms of forecasting and potential recommendations. The Part 150 study is expected to conclude in 2027 with the development of a Noise Compatibility Plan.

Concurrently, RMMA is managing several significant issues that may require additional planning, environmental, or related studies and assessments. Some of these issues include:

• The development of the airport’s Southwest Development Area, which includes over 90 acres of aeronautical property recently connected to the airfield by the construction of Taxiway Kilo,

• The decommissioning of Runway 3/21 and eventual repurposing or redevelopment of impacted airfield surfaces

• Aging airport-owned and leased-buildings and ramp, with opportunity to envision improvements, redevelopment, and potential divestment of airport-owned facilities for highest-and-best use of airport property, and

• High standards and expectations for airport and community stakeholder communications and engagement.

RMMA’s current Master Plan, as well as many other relevant planning, airfield, and communication items, can be viewed at the airport’s Transparency Portal. The selected consultant will be expected to coordinate with the airport’s on-call engineering firm at the intersection of airfield planning and specific project design.

II. SCOPE OF SERVICES

The Consultant will provide planning and environmental consulting services in compliance with relevant Federal Aviation Administration advisory circulars such as FAA AC 150/5400-13B, FAA AC 150/5100-14E, and FAA Order 5050.4B (non-exhaustive). In addition, consultants’ services should also be consistent with applicable local and state ordinances and regulations, such as County development ordinances and State of Colorado Public Health and Environment regulations.

MASTER PLAN

The main focus of this Scope of Services is the development of a new Master Plan, with kickoff of the project in 2027.

The anticipated Scope of Work for this Master Plan is expected to reflect the guidance found in FAA AC 150/5070-6B, with an additional emphasis on airport stakeholder outreach and engagement as reflected in the airport’s Strategic Communications Plan and as noted below in the Communications and Community Engagement section.

The County desires a consultant who will work alongside RMMA staff to deliver a high-quality, useful and cost-effective plan through the best and most efficient use of existing airport studies, consultant and staff resources. Some significant initiatives that were recently completed or ongoing that this Master Plan will build upon include:

• Part 150 Airport Noise and Compatibility Study – Includes a baseline 2026 and future 2031 aviation forecast and is projected to have Noise Exposure Maps approved in late-2026 and a Noise Compatibility Plan by the end of 2027.

• Leasehold analysis and use report – Identified existing Aircraft Design Group and Taxiway Design Groups based on existing ground leases and actual airfield setbacks

• Exhibit A Update – Completed and approved by the FAA in 2026

• Runway 3/21 Future Feasibility Study – Examined the existing status of Runway 3/21, potential decommissioning, and high-level redevelopment concepts

• Southwest Development Area Request for Proposals – Marketed ground-lease opportunities on 90 acres of aeronautical land now accessible to the airfield due to construction of Taxiway K.

The consultant will be expected to work with airport staff to define a SOW and negotiated fees by February of 2027 to secure a planned FAA Airport Improvement Program planning grant in March of 2027. As part of this work, the Consultant

QBS #26-9213CP-RMMA QBS Airport Master Plan and On Call Planning Services https://www.jeffco.us/5154/RMMA-Transparency-Portal will be expected to develop an airport stakeholder engagement program that reflects the objectives of the airport’s Strategic Communications Plan, and that involves both airport staff and the consultant team in its execution. RMMA will expect active, shared responsibility in the engagement program that makes the best and most cost-effective use of both consultant and airport staff resources.
