About this opportunity
The City of Clovis, located in Chaves County, New Mexico, is soliciting qualification-based sealed proposals for an on-call principal consultant to provide comprehensive Airport Engineering & Planning Services at the Clovis Municipal Airport. The procurement seeks a consultant to deliver engineering services and related incidental, planning, and special services for a one-year contract, with potential renewal options for three additional years. Projected projects include drainage improvements for Runway 04 and Taxiway A, access road improvements, parking enhancements, runway rehabilitation, electronic airport layout plan preparation, environmental studies, hangar and taxiway access development, ARFF building improvements, pavement maintenance, taxiway extensions, new T-hangars, and lighting upgrades. Proposers must be licensed in New Mexico with demonstrated capabilities in Airport Construction and Airport Improvement Program processes. The evaluation will utilize a 100-point system, assessing technical competence, capacity, personnel qualifications, proximity, past performance, work distribution, New Mexico work experience, and technical approach. The proposal submission deadline is Tuesday, September 17, 2024, at 2:00 p.m. MDT, and the procurement follows FAA Advisory Circular guidelines for architectural, engineering, and planning consultant services for airport grant projects.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. While the document emphasizes the importance of New Mexico work experience, it does not outline specific requirements for minority-owned, women-owned, or small businesses. The procurement appears open to qualified engineering and planning consultants with airport infrastructure expertise. No incumbent vendors or current contractors are identified in the provided documentation. The RFP does not specify a precise budget range or award value for the contract, though the scope suggests a potentially significant multi-year engagement involving various airport improvement projects. The contract's flexible structure allows for annual renewals, with a maximum potential duration of four years, which provides both the City of Clovis and the selected consultant with operational flexibility. Interested firms should carefully review the complete RFP documentation to understand the full scope of requirements and evaluation criteria.
