About this opportunity

The Kentucky Transportation Cabinet (KYTC) Division of Purchases is issuing a Request for Information (RFI) for Aviation Aircraft Maintenance and Management Systems Software to serve the Capital City Airport at Frankfort, Kentucky. This is an informational solicitation seeking vendor capabilities and product offerings rather than binding bids or proposals. The procurement seeks a single provider solution capable of supporting the state fleet's diverse aviation missions including executive and passenger transport, aerial surveys, and law enforcement support. Required functional capabilities include aircraft fuel sales and billing with PCI security compliance, digital maintenance recordkeeping with searchable logbooks and work orders, real-time inventory and work order tracking, FAA-compliant digital signatures per Advisory Circular 120-78A, digital flight logging, maintenance status cross-checking with charter flight schedules, FAA Form generation, custom reporting with dashboard capabilities, user role-based access control, and mobile device compatibility. The software must support either cloud-based or on-premise deployment options with comprehensive security compliance documentation, disaster recovery and backup capabilities, and documented integration methodologies with existing systems. Vendors must submit three hardcopy responses and one electronic copy by October 17, 2018, at 2:00 p.m. EST to Laura Hagan, CPPO, CPPB at the KYTC Division of Purchases, 200 Mero Street, 4th Floor East, Frankfort, KY 40622. Questions from respondents were required to be submitted by October 5, 2018, at 4:30 p.m. EST with responses posted by October 9, 2018. Product demonstrations are strongly encouraged and will be scheduled during either October 29 to November 2, 2018, or November 5-9, 2018, limited to 2 hours per demonstration with the final 30 minutes reserved for questions and answers.

The RFI explicitly prohibits vendor responses from including quotes, bids, or pricing information, and vendors are restricted from communicating directly with Commonwealth staff except the designated Buyer of Record. International vendors from Canada, India, and other countries are eligible to respond provided they obtain approval from the Commonwealth Office of Technology's Security team and comply with US FAA requirements and Personal Identifiable Information (PII) data privacy standards. The solicitation does not constitute a commitment to award a contract, issue a formal bid, or reimburse vendor response preparation costs. No set-aside designations for disadvantaged enterprises or small businesses are mentioned in the available documentation. No incumbent vendors, current contractors, or existing technology infrastructure requirements are identified in the RFI documents. No award value or budget range is disclosed in this informational phase of the procurement.
