About this opportunity
Jefferson County Purchasing Department is requesting proposals for aviation fuel supply, truck leases, and integrated FBO aviation software services at Watertown International Airport in Dexter, New York (RFP #26-91), with sealed proposals due October 21, 2026 at 3:00 p.m. EST. Proposers must certify compliance with New York State Iran divestment law (Finance Law Section 165-a) as a material eligibility requirement.
The scope encompasses bulk aviation fuel (Type 100LL Avgas and Jet A) supplied to one 15,000-gallon Avgas tank and one 30,000-gallon Jet A tank; mobile refueler truck leases; and integrated FBO software for fuel management and credit card processing at no charge to the County. Suppliers must demonstrate a minimum of five years' experience providing aviation fuel services to New York State airports and provide three current references. Additional requirements include 24-hour emergency service availability, backup mobile refueler capabilities, excess aircraft fueling liability insurance of at least $50 million, branded signage and advertising materials at no cost to the County, and annual safety inspections and training for airport personnel.
Pricing for fuel is firm FOB Watertown International Airport, with price revisions allowed during contract based on published rack prices from Journal of Commerce or PLATTS New York Barge Mean & Gulf Coast Mean 93 Octane, with the supplier's profit margin remaining fixed above rack pricing. All invoices must itemize rack price, freight, and applicable taxes and fees separately. Electronic credit card processing funds must transfer to the County's account within 48 hours.
The initial contract term is three years, with options for up to two additional one-year renewals, not to exceed five years total. Evaluation criteria are experience and references (15%), product delivery and price (20%), emergency service and mobile refuelers (20%), aviation software (20%), signage and marketing (10%), and other considerations and incentives (15%). The County reserves the right to conduct interviews and site visits during evaluation at its discretion.
