About this opportunity

The City of Clearwater is seeking bids for the Airpark Asphalt Taxiway Rehabilitation Project at the Clearwater Executive Airport (CLW) located in Pinellas County, Florida. The procurement (ITB 23-0014-AP) encompasses a comprehensive airport infrastructure improvement initiative with a base bid and five additive bid options. The base bid includes stormwater improvements such as dry retention pond installation, underdrain piping, impervious PVC pond liners, reinforced concrete pipe installation, and milling and overlay of existing taxiways and roadways. The five additive bid options cover tasks including Taxiway A marking removal and reapplication, bituminous asphalt milling and overlay in various airport areas, and complete center taxiway reconstruction with realignment to meet FAA and FDOT regulations. Key deliverables include installation of stormwater infrastructure, pavement rehabilitation, aircraft tie-down anchors, and minor electrical modifications. The basis of award will include the base bid and any combination of additive bids based on available project funding. The bid due date is June 11, 2025, with the opportunity originally posted on June 24, 2025.

The contract opportunity does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to complete comprehensive submittal requirements, including certification of business status, E-Verify system compliance, scrutinized companies certification, and anti-human trafficking compliance. The geotechnical report indicates significant site preparation will be necessary, with recommended soil stabilization and potential undercut depths of approximately 10 feet in some areas. While a specific budget range is not disclosed, the project's comprehensive scope suggests a substantial infrastructure investment. The project will require technical capabilities in airport infrastructure construction, including expertise in pavement design, stormwater management, electrical infrastructure, and compliance with FAA and FDOT regulations. Bidders must demonstrate technical proficiency through detailed documentation and show ability to execute complex airport rehabilitation work involving multiple specialized construction elements.
