About this opportunity
The Kenton County Airport Board (KCAB) has issued an RFQ for its Airfield Pavement Management Program at Cincinnati/Northern Kentucky International Airport (CVG), with a non-mandatory pre-proposal meeting on November 12, 2026 at 11:30 a.m. and proposals due December 3, 2026 at 2:00 p.m. No set-aside applies. The solicitation carries a Disadvantaged Business Enterprise (DBE) policy under 49 CFR Part 26, requiring federal DOT non-discrimination compliance and payment to subcontractors within 30 days.
Scope covers professional services to conduct pavement condition assessments, develop a pavement management system, and recommend maintenance and rehabilitation for runways, taxiways, and aprons. The master services agreement serves as a framework under which KCAB assigns specific work through separate contracts that define scope, schedule, deliverables, and compensation. Firms must show three similar projects completed within the last five years, be qualified to work in Kentucky, and stamp plans through licensed professionals. Required insurance includes professional liability of $2.0 million and commercial general liability of $2.0 million, rising to $10.0 million for work on aircraft ramps, taxiways, or runways, plus Kentucky-required workers' compensation. Consultants must comply with FAA requirements and AOA badging at $44 per badge. Submissions go through KCAB's online bidding portal.
Compensation follows the consultant's fee schedule (Schedule 1), with monthly invoicing and payment within 30 days. The RFQ states a three-year term with an option to renew for three additional one-year terms. No contract value is stated.
Evaluation weights are firm qualifications and experience (15 points), key staff experience and availability (30 points), project execution understanding (25 points), and innovation and value-added services (30 points).
Questions are due November 19, 2026 at 11:59 p.m., with answers posted by November 25, 2026 at 11:59 p.m. Interviews are anticipated December 10–18, 2026, and contract implementation is anticipated March 1, 2027.
