About this opportunity
The City of Amarillo, Department of Aviation, is soliciting proposals for aerial pre-emergent herbicide application services at Rick Husband Amarillo International Airport through a Request for Best Value Bid (BVB 404-26 JLO). The procurement seeks qualified contractors to provide all labor, materials, equipment, aircraft, and supervision necessary to apply approved herbicide products across designated airfield acreage to prevent the growth of seed-bearing, wildlife-attracting vegetation while maintaining healthy native grass in compliance with Federal Aviation Administration requirements and the airport's Wildlife Hazard Management Plan. The contract term is two years commencing April 1, 2026, with three optional one-year renewal periods and automatic renewal unless either party provides 30 days' written notice of termination. Proposals must be submitted electronically through Euna Procurement by February 26, 2026, at 3:00 P.M., with bid opening conducted via Microsoft Teams teleconference. Contractors must possess appropriate FAA licenses and certifications for aircraft operation, employ a licensed pesticide applicator for all herbicide mixing and application oversight, and comply with all Federal, State, and local environmental, agricultural, aviation, and pesticide regulations. Evaluation will be conducted on a 100-point scale comprising Company Profile/Qualifications/Staffing (20 points), Project Approach (20 points), Past Experience (10 points), References (10 points), and Price/Financial Proposal (40 points), with bidders required to provide three references from governmental agencies or regional districts that have completed similar projects. All bids must remain valid for a minimum of 120 days, and prospective bidders must complete a thorough inspection of the work site and attend an annual pre-season kick-off meeting prior to commencing services.
No specific set-aside designations for disadvantaged enterprises are identified in this solicitation; however, local preference consideration is available under Texas Local Government Code Section 271.9051 for vendors whose principal place of business is located within Amarillo city limits and whose bid is within five percent of the lowest bid price, provided the governing body determines in writing that the local vendor offers the best combination of contract price and additional economic development opportunities. Non-resident bidders must submit bids lower than the lowest responsible Texas resident bid by the amount that a Texas resident would be required to underbid in their home state. All successful contractors must provide proof of comprehensive general liability coverage, aircraft liability coverage, and other insurance as specified in the insurance requirements document, file a Texas Disclosure of Interested Parties Form (Form 1295) with the Texas Ethics Commission, and submit a Conflict of Interest Questionnaire (Form CIQ) within seven days of award notification. Vendors must also certify compliance with Federal suspension and debarment requirements for contracts valued at $25,000 or more, Texas Government Code provisions regarding Iran and Foreign Terrorist Organization business restrictions, and discrimination prohibitions for firearm and energy company boycotts. The estimated annual budget for this project is $41,000.00, with actual usage quantities to be determined by actual need and the City making no guarantee of specific volume or compensation; all bids must be all-inclusive, covering herbicide products, aircraft and equipment, labor, mobilization, demobilization, and reporting.
