About this opportunity

Lee County Port Authority is requesting proposals for Aircraft Rescue and Fire Fighting (ARFF) F3 Foam Transition services at two airport facilities under RFP 26-0082MC, with proposals due November 5, 2026, and a non-mandatory pre-proposal meeting on October 14 at 1:00 p.m. at ARFF Station 92. The project is subject to a strict 120-calendar-day completion schedule with liquidated damages of $400 per calendar day for delays or failure to maintain FAA-required ARFF Index D compliance.

Scope encompasses transition of seven ARFF vehicles and associated infrastructure from aqueous film-forming foam (AFFF) to synthetic fluorine-free foam (SFFF) across Station 91 at Page Field (FMY) and Station 92 at Southwest Florida International Airport (RSW). Work includes removal of two 2,000-gallon HDPE tanks and one 1,000-gallon fiberglass tank; draining and removal of AFFF from vehicles; cleaning and rinsing of foam tanks and appurtenances; FAA-required testing of ARFF vehicles with SFFF; and disposal of approximately 2,000 gallons of AFFF concentrate, 37 empty drums, 4 unopened drums, and bulk contaminated waste.

Proposers must be registered with the State of Florida to do business and maintain Florida-based operations. A zero percent DBE contract goal applies per federal guidelines. Proposers must carry $5 million commercial general liability and $5 million automobile liability for airside work. Pricing must be firm fixed lump-sum and all-inclusive with no contingencies, itemized by three phases: Phase 0 (mobilization, up to 30 days), Phase 1 (per-vehicle conversion, up to 60 days), and Phase 2 (demolition and site restoration, up to 30 days). Unit pricing is required for waste disposal services.

Evaluation weights organizational structure and location (10%), technical approach and safety management (30%), qualifications and past performance (25%), capacity, schedule, and risk mitigation (15%), fee and cost (15%), and references (5%). Questions are due October 22 at 5:00 p.m. The Staff Evaluation Committee meets December 1, 2026; ASMC reviews January 19, 2027; oral presentations may occur February 1, 2027; Board approval is March 4, 2027; and final agreement approval is May 6, 2027.
