About this opportunity
The State of Maine Division of Purchases is requesting bids on aircraft decals with proposals due January 19, 2010. In-state bidders or those offering Maine-produced commodities receive preference in case of tie bids.
Paper or paper-product decals with a minimum of 30% post-consumer recycled content that fall within 10% of the lowest compliant bid may receive up to a 10% price preference. Separately, vendors offering products with 100% post-consumer recycled or certified virgin fiber content may be awarded contracts at a price premium of up to 4% above the lowest bid; if no bids meet the 100% threshold, preference is awarded to products with the highest recycled or certified fiber content, provided cost does not exceed 4% above the lowest bid. Acceptable certifications for virgin fiber include the American Tree Farm System, Forest Stewardship Council, Master Logger Certification Program, Programme for the Endorsement of Forest Certification affiliates, and Sustainable Forestry Initiative. Bidders must clearly identify recycled or certified content offerings, disclose percentages, and provide proof of chain-of-custody certification or equivalent.
Sealed bids must reach the Division of Purchases office in Augusta prior to the opening date. Unit prices must be submitted for each item delivered to destination and include all applicable discounts; cash discounts of 20 days or more are considered in evaluation. All transportation charges are prepaid by the contractor unless otherwise specified. Bidders must exclude Federal and Maine sales and use taxes from quotations. The State reserves the right to increase or decrease quantities by up to 10%, and contract pricing may not exceed a 3% overrun above the budgeted amount. Vendor past performance is a factor in award determination. The contract may be extended with contractor consent to a maximum total period not exceeding three years.
