About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Labor-Division of Occupational Safety and Health Education & Training, seeks qualified vendors to supply eight Air Sampling Pump Kits (Sensidyne GilAir-Plus STP 5-Pump model, part number 910-0904-US-R) with no substitutions permitted. Each kit must include five air sampling pumps, a standard charging dock with power adapter, filter cassette holder, charcoal tube holder, user manual on electronic media, and Gilian Pump Management software. The solicitation requires delivery of the kits in two separate packages of four units each to specified locations in Frankfort, Kentucky by December 15, 2022, with delivery costs included in unit pricing and a one percent per day penalty applied for late deliveries. Vendors' written questions must be submitted by October 5, 2022, at 10:00 a.m. ET, with bids due electronically through the Commonwealth eProcurement system by October 12, 2022, at 1:30 p.m. ET. The contract will be awarded on a best value basis, with evaluation criteria weighted at 90 points for price (lowest-priced bid receiving maximum points) and 10 points for delivery (faster delivery receiving higher scores), and proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.

Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders from states providing similar preferences, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualifying nonprofit organizations serving individuals with severe disabilities receive additional preference points. All bidders must comply with Kentucky statutory requirements as outlined in the Annual Affidavit document, including campaign finance law compliance, sales and use tax registration with the Kentucky Department of Revenue, and non-delinquency on state taxes and fees. Prior to award, vendors must submit the Kentucky Revenue Form 10A100 tax registration application, certificates of authority for foreign entities where applicable, required affidavits notarized and signed by duly authorized representatives, and EEO forms if applicable. Quoted prices must exclude federal excise taxes and Kentucky sales or use taxes, and shipments must be F.O.B. Destination with freight prepaid and allowed. No specific contract value or budget range is identified in the solicitation materials, and the Commonwealth reserves the right to cancel the RFB if responses exceed available funding.
