About this opportunity

The State of Delaware Department of Natural Resources and Environmental Control (DNREC) is soliciting proposals for daily air quality forecasting services under RFP NAT270001-AIRQUALITY, with proposals due August 7, 2026 at 3:00 p.m. local time and a question deadline of July 1, 2026 at 2:00 p.m.

The scope covers ozone (O₃) and fine particulate matter (PM₂.₅) forecasting across three options. Option 1 provides ozone forecasting during the ozone season (May 1–September 30) annually from May 2027 through September 2029. Option 2 provides both ozone and PM₂.₅ during the ozone season for the same period. Option 3 provides ozone during the ozone season and PM₂.₅ year-round from January 2027 through December 2029. Each option requires annual summary reports and verification following each forecast season. Vendors must demonstrate experience and reputation in air quality forecasting, capacity to meet requirements, and proven ability to deliver comparable services. All work products become the exclusive property of the State. All work must be performed within the United States.

The contract term is three years with two optional one-year extensions. DNREC reserves the right to select vendors other than the lowest-priced bidder and may award to multiple vendors. Award notification is expected approximately 90 days after bid opening.

Evaluation criteria are personnel qualifications and experience (20 percent), familiarity with similar projects and company oversight (30 percent), safety performance record (10 percent), references (10 percent), and pricing (30 percent). Vendors must provide at least three business references and maintain Commercial General Liability insurance of $1 million per occurrence and $3 million per aggregate, along with Medical/Professional Liability or Errors and Omissions coverage at the same limits. Proposals must include three paper copies and one electronic copy on CD, DVD, or USB media, with a separate pricing file. Responses to questions will be posted by July 20, 2026. No mandatory pre-bid meeting has been scheduled.
