About this opportunity
Volusia County Water Resources & Utilities is conducting an Invitation for Bid (ITB) solicitation for air compressor preventative maintenance and repair services at three wastewater treatment plants: Southeast WWTP, Southwest WWTP, and Deltona North WWTP. The contractor will be responsible for providing all necessary labor, materials, and equipment to perform regularly scheduled preventive maintenance and repair services. The scope of work includes quarterly preventive maintenance visits at each of the three locations, consisting of three minor visits and one major visit annually; minor maintenance encompasses oil and filter changes, air filter replacement, coolant top-offs, belt checks, and safety valve inspections, while major maintenance includes all minor tasks plus coolant changes, belt replacement, electrical component checks, and separator element replacement. Additionally, the contractor must provide repair services on an as-needed basis and respond to emergency service requests within 24 hours, with separate hourly rates required for normal working hours (8:00 a.m. to 5:00 p.m., Monday through Friday) and after-hours services (nights, weekends, and County-recognized holidays), along with a firm percentage markup for parts used during repair calls. All replacement parts must be OEM components compatible with existing equipment, and the contractor must provide service tickets documenting date, location, technician name, times, services provided, parts used, and recommendations. Award will be made to the lowest responsive and responsible bidder based on the total cost of the Preventative Maintenance Pricing Sheet, with an initial three-year term and options for two subsequent one-year renewals contingent upon mutual written agreement and County Council approval. The question deadline is April 20, 2026, with a response deadline of May 6, 2026, at 3:00 p.m. for electronic submission through the OpenGov procurement portal.
Contractors must comply with mandatory compliance requirements including completion of a Human Trafficking Attestation form certifying under penalty of perjury that they do not engage in labor trafficking or coercion, and must meet specific insurance requirements including Workers Compensation with waiver of subrogation, Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate naming Volusia County as an additional insured, and Auto Liability coverage with combined single limits of $500,000 (or hired and non-owned auto coverage if the contractor does not own vehicles). A local preference of three percent applies to respondents with a documented permanent business location of at least six months in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County. All contractors must comply with E-Verify employment eligibility verification requirements, and contractors may petition for annual price redeterminations based on documented increases in wages, fuel, or materials costs using the Employment Cost Index or Producer Price Index as applicable. Payment will be remitted within 45 business days of invoice receipt or product/service delivery. The County reserves the right to reject all responses, cancel the solicitation, or re-advertise with revised specifications, and no specific budget or award value is listed in the procurement documents.
