About this opportunity

Hillsborough County, Florida is issuing a notice of intent to award a sole-source procurement to Ten-8 Fire & Safety, LLC for two Air and Light Trucks at an estimated cost of $1.878 million, with challenges to the intended award due by September 17, 2026. This is a one-time purchase, not a competitive solicitation. Ten-8 Fire & Safety, LLC qualifies as the sole source under Section 3-205(2)(a) of the County's Procurement Policy as the only original equipment manufacturer authorized provider for this apparatus and its required proprietary components.

The trucks are engineered for rapid filling of Self-Contained Breathing Apparatus tanks, scene lighting, electrical power, and equipment deployment at extended or complex emergencies. Each apparatus is based on a 2026 Freightliner M2 106 Plus crew cab chassis with a Cummins B6.7 diesel engine and Allison 2200 EVS automatic transmission. Delivery is approximately thirteen months after acceptance. The scope includes an aluminum rescue body with six compartments and roll-up doors, a 60-inch Whelen LED cab light bar, body-mounted warning lights, a Command Light tower with six light heads, an 18 CFM Bauer compressor with six 6,000 PSI storage bottles for SCBA filling, a 40-kilowatt PTO-driven generator with cord reels, backup camera, and comprehensive compartment lighting.

The County is leveraging cooperative contract AM2XSB10 administered by the Houston-Galveston Area Council (H-GAC) to facilitate this procurement under Section 10-201(4) of its Procurement Policy. The proposal pricing totals $1.878 million for two units and remains valid for acceptance within 189 days from the April 24, 2026 proposal date. Pricing is subject to inflationary adjustment if the Producer Price Index for Manufacturing Components exceeds 5.0% compounded annually; the County retains a 45-day cancellation option if adjusted pricing is unacceptable. The County reserves the right to extend the time period, adjust scope, and increase the award based on changing conditions. Any properly submitted challenges will be evaluated solely to determine whether bona fide competition exists and whether to convert to a competitive procurement.

Hillsborough County intends to recommend the award of a sole source procurement to Ten-8 Fire & Safety, LLC for Air and Light Trucks for a one (1) time purchase at an estimated cost of $1,878,888.00. These trucks will provide rapid filling of Self-Contained Breathing Apparatus tanks (SCBA), scene lighting, electrical power, and equipment at extended or complex emergencies. This procurement is being made in accordance with Section 3-205(2)(a) of the County's Procurement Policy as Ten-8 Fire & Safety, LLC is the only original equipment manufacturer (OEM) authorized provider for this apparatus and its required components, and these apparatuses are the only items meeting salient specifications. Furthermore, pursuant to Sec. 10-201(4) of the County's Procurement Policy, this procurement will be substantially made, in part, using an available cooperative contract (AM2XSB10) administered by the Houston-Galveston Area Council (H-GAC). The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing all the identified propriety parts, goods and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
