About this opportunity
The Superior Court of California, County of Los Angeles, is issuing a Request for Information (RFI) for an AI-powered supplier and contract management solution. This procurement is being conducted by the largest unified trial court in the United States, which operates nearly 600 courtrooms across 38 locations, serves 88 cities, and employs over 4,500 full-time employees. The Court is seeking quotes, bids, or proposals for technology solutions that streamline acquisition of supplies and services through artificial intelligence or enabling technologies. Key deliverables and objectives include facilitating self-directed procurement inquiries, automating contract management, utilizing natural language processing to extract and analyze contract terms, and providing dashboard capabilities for monitoring contract expirations and forecasting requirements. The Court emphasizes that it is not seeking a single comprehensive solution; vendors may respond if they can address one or multiple stated objectives. Vendor responses must include an executive summary describing the proposed solution(s) and firm qualifications, followed by a technical approach and work plan addressing methodology, implementation timeline with key milestones, deliverables, technical environment details, and integration capabilities with existing systems. All responses must be submitted electronically through the Court's Online Procurement Website (Bonfire) at https://lacourt.bonfirehub.com/portal/?tab=openOpportunities by April 7, 2026, with specific timelines for questions and other key events referenced on Bonfire and subject to change at the Court's discretion.
The Court maintains a Disabled Veteran Business Enterprise (DVBE) incentive program and a Small Business Preference program for Information Technology procurements, which may apply to interested vendors in these categories. Vendor responses must address security and privacy compliance requirements and demonstrate integration capabilities with the Court's existing systems, specifically Bonfire for procurement and contract management and SAP for financial systems. All pricing must be all-inclusive, with new products only accepted; used, refurbished items, or alternate brands will not be accepted. Prospective vendors must accept the Court's standard contract form rather than their own, with exceptions subject to Court approval. The RFI is for planning and informational purposes only and does not constitute a binding solicitation; no pricing information, contract term, renewal options, or funding amounts are specified in the RFI document. Responses will not be returned to vendors, and the Court has no obligation to reimburse respondents for any expenses associated with responding to the RFI. Successful vendors must execute contracts within five business days of award receipt, and award recommendations are subject to approval by the Court's Chief Executive Officer as the ultimate decision maker.
