About this opportunity
The City of Tampa's Development and Growth Management department and Technology & Innovation Department are conducting a Request for Information (RFI) to explore procurement of an AI-Based Plan Review Software for permitting and construction services. The software will focus on capturing and verifying prescriptive code requirements from the Florida Building Codes, specifically addressing Building, Residential, and Accessibility volumes. Key objectives include assisting in-house plan reviewers and permit submitters to identify and resolve basic code compliance issues before formal application submission, such as verifying total square footage, building code references, address details, building elevations, product approvals, and construction type specifications. Vendors are required to submit comprehensive responses electronically through the GetAll or OpenGov eProcurement system by May 13, 2025, at 3:00 PM, with a question submission deadline of May 6, 2025, at 5:00 PM. The RFI seeks detailed information including company experience, software functionality, technical specifications, cost estimates, references, and implementation best practices. Proposed solutions should ideally be compatible with or integrate with the City's existing Accela permitting platform, with the primary goal of increasing staff productivity and reducing unnecessary plan review iterations.
The RFI does not explicitly outline specific set-aside designations or restrictions for respondents, though vendors must comply with the City of Tampa's recently established AI Information Security Policy (PL-5.1.2), which mandates ethical AI principles, transparency, and regulatory compliance. The City currently utilizes Digital Plan Review (ePermitHub) and Accela as existing permitting infrastructure, and potential solutions should consider integration capabilities. While no specific budget range is definitively stated, the solicitation review checklist indicates a minimal department budget of $1.00, suggesting this is an initial information-gathering phase rather than a direct procurement. The City reserves the right to request demonstrations from selected providers and may use the gathered information to develop a future formal Request for Proposal (RFP). Importantly, the City is not obligated to purchase any solution and will use the collected information to refine requirements for potential future procurement. Vendors are expected to bear their own costs for preparing responses, and the City maintains flexibility in how it proceeds with potential AI Plan Review Software implementation.
Opportunity text
The purpose of this Request for Information (RFI) is to obtain input, gather knowledge, new ideas, best practices and information from the vendor community regarding the potential procurement of an AI-Based Plan Review Software for Development and Growth Management that captures basic prescriptive code requirements from the Building, Residential and Accessibility volumes of the Florida Building Codes. Information gathered from this RFI will assist the City in determining system requirements, project scope, project timetable, ongoing costs, and City resources needed for AI-Based Plan Review Software. This input may assist the City in its preparation of a Request for Proposal (RFP) and subsequent contract(s).
The Construction Services division of the Development and Growth Management department, along with the Technology & Innovation Department of the City of Tampa (City) request information concerning issues and options associated with an AI-Based application that can assist in-house plan reviewers and submitters to address basic prescriptive requirements for pre-application.
The Construction Services division regularly accepts permit applications that involve plan reviews. There are certain prescriptive (exact) requirements that are consistently not met and therefore need to be returned to the submitter. The idea is for this software to assist the submitter and plan reviewers with satisfying these requirements pre-application.
Examples of prescriptive requirements:
-
Total Square Footage
-
Building Code Reference and all applicable standards included. They must also be the correct edition/date.
-
Address
-
Building Elevations
-
Product Approval List
-
Engineer Stamp
-
Construction Type
-
Scope of work
-
Level of alteration and/or change of occupancy for existing building permits.
