About this opportunity
Orange County, Florida is issuing a Request for Information (RFI Y26-04-RFI) seeking vendor capabilities for AI-assisted environmental monitoring and response solutions. The procurement is administered through Orange County's Procurement Division, with Patricia Rigby, Buyer, designated as the point of contact (Patricia.Rigby@ocfl.net). The County seeks artificial intelligence tools and systems capable of analyzing environmental data, sensor streams, and imagery to enhance environmental monitoring, detect environmental risks early, identify water quality issues and harmful algal blooms, and prioritize inspections to enable faster response and proactive environmental protection. Responses must address ten key areas: vendor background and environmental monitoring experience, system capabilities for data collection and analysis, data source integration capabilities, AI model governance and transparency, security and data management protocols, implementation and deployment timelines, performance metrics and reporting functionality, cost and pricing models with estimated ranges for county-scale implementation, innovation and future capabilities, and pilot program opportunities. All responses must be submitted electronically through the OpenGov Procurement Platform (https://secure.procurenow.com/portal/orangecountyfl) by 4:00 PM EST on March 31, 2026, with no alternate submission methods permitted. This RFI is informational in nature and will not result in contract awards; rather, it is designed to assess market capabilities and inform potential future procurement decisions.
This solicitation contains no set-aside designations or restrictions limiting the types of organizations that may respond, and no disadvantaged enterprise requirements have been specified in the RFI documentation. The RFI does not identify any incumbent vendors, current contractors, or existing infrastructure or technology systems that would require integration with proposed solutions. No specific funding amounts, pricing terms, or award values are established through this solicitation, as this is an informational RFI rather than a competitive procurement with predetermined budgets. Respondents are required to use the County's standard response forms without modification and submit all files in commonly accessible formats (Microsoft Word, Excel, PowerPoint, or Adobe PDF) without security, password protection, or file locking; scanned documents must meet a minimum quality standard of 150 dpi. Vendors are responsible for ensuring timely submission through the designated platform and bear full responsibility for any technical delays or issues related to their file uploads.
