About this opportunity
The Auraria Higher Education Center (AHEC) is requesting bids for high-priority structural repair and waterproofing work on the 7th Street Garage in Denver, Colorado, under IFB AHEC-27705-B, with bids due October 9, 2026 at 2:00 PM Mountain Time and a mandatory pre-bid conference and site tour on September 22, 2026 at 9:00 AM. The project is subject to Colorado prevailing wage requirements and the Colorado labor standard requiring 80% of work performed by Colorado residents, both decision-level eligibility filters.
The scope encompasses concrete and reinforcing steel repairs, shoring installation for double-tee and inverted-tee beam locations, supplemental bearing seat and connection installation, removal and replacement of traffic coatings, expansion joint replacement, joint sealant work, silane sealer and heavy-duty traffic coating application, and ramp spandrel repair across multiple parking levels. Structural steel and reinforcing steel must meet Buy Clean Colorado environmental product declaration requirements. All materials must comply with specified standards including AISC A36 and A572 steel grades, AWS welding requirements, and concrete mixes achieving minimum 5,000 PSI compressive strength with maximum water-cement ratios of 0.40. Quality assurance requires ICRI Concrete Surface Repair Technician or ACI Construction Inspector certified personnel and compressive strength testing at 7, 28, and 56 days.
The total project budget is $2,443,160. Construction is scheduled to commence November 12, 2026, and conclude May 14, 2027, with phased work limiting Level 4 and ramp closures to the full project duration while permitting only 50% simultaneous closures of Levels 1–3. Minimum qualifications include at least two years of operation under the same business name, three projects each exceeding $1,750,000 in hard costs, a minimum of five years of concrete structural repair experience including shoring and pre-stressed concrete member repair, current ICRI and AWS structural weld certifications for assigned personnel, and demonstrated bonding capability up to $2,021,000. Performance and payment bonds are required at not less than 50% of contract value. Bid bond security of at least 5% of the total bid is required. Award intent is anticipated for October 14, 2026, with contract approval on November 2, 2026. Colorado apprenticeship requirements apply to subcontractors in mechanical, sheet metal, fire suppression, sprinkler fitting, plumbing, and electrical trades, with each required to maintain a proven record of graduating a minimum of 15% of apprentices for at least three of the past five years.
