About this opportunity

The State of Colorado, through the Auraria Higher Education Center (AHEC), is procuring asbestos abatement contracting services for two concurrent projects: HVAC Infrastructure Replacement - Asbestos Abatement for Central Classroom (Project A) and Asbestos Abatement for West Classroom (Project B), located at the Denver campus. The scope of work includes removal of approximately 763 square feet of trace asbestos-containing drywall systems at the Central Classroom building and approximately 384 square feet at the West Classroom building, along with removal of non-friable asbestos-containing window caulking and glazing materials to facilitate window demolition and replacement. Contractors must comply with Colorado Department of Public Health and Environment Regulation #8, OSHA Construction Industry Asbestos Standard (29 CFR 1926.1101), and EPA NESHAP standards, and must provide secondary containment with negative pressure ventilation, decontamination facilities, respiratory protection, and proper disposal of asbestos waste at EPA-approved landfills. Bidders must submit sealed proposals by March 31, 2026, at 2:00 PM Mountain Time, with a mandatory Pre-Bid Conference and Site Tour scheduled for March 23, 2026, at 10:00 AM at 1156 7th Street, Denver, Colorado. Required qualifications include a demonstrated track record of at least two asbestos abatement projects each exceeding $175,000 in hard costs, operation under the same business name for the preceding two years, and no prior termination by the State for non-performance. Work must commence May 16, 2026, with completion required by June 15, 2026. Bidders may propose for both projects concurrently or independently, though those bidding on both projects must demonstrate sufficient personnel and equipment capacity to execute the work simultaneously. Bids will be awarded to the lowest responsible bidder, with contract approval anticipated for April 17, 2026.

Per Colorado Revised Statutes 8-17-101, Colorado labor shall comprise at least 80 percent of the work performed, and preference is given to Colorado resident bidders and Colorado labor. Service-Disabled Veteran Owned Small Businesses must disclose their status in the bid submission. The procurement includes a mandatory Bid Bond requirement of not less than 5 percent of the total bid amount with properly executed Power of Attorney documentation, and projects valued at $150,000 or greater require payment and performance bonds at no less than 50 percent of the contract value, with all costs to be included in the bid submission. The estimated project budgets are $175,000 for Central Classroom (Project A) and $175,000 for West Classroom (Project B), with potential adjustments through formal Change Order procedures utilizing unit pricing for scope modifications. The State reserves the right to reject any or all bids and assumes no responsibility for costs incurred by respondents in bid preparation. All submissions become the property of the State of Colorado and will not be returned, with late submissions rejected without consideration.
