About this opportunity

Stoughton Public Schools in Stoughton, Massachusetts is soliciting proposals for an Agreed-Upon Procedures financial audit of district operations covering July 1, 2023 through June 30, 2026, with written questions due November 20, 2026 and proposals due by 12:00 noon on December 7, 2026. No set-aside or preference program is named. Minimum qualifications require at least ten years of governmental auditing, agreed-upon procedures, or forensic accounting experience serving Massachusetts municipalities, including K-12 school districts, with demonstrated expertise in governmental internal controls, financial reporting, and Massachusetts laws and regulations.

Required procedures cover internal controls and compliance for cash receipts and deposits, cash disbursements, payroll processing, journal entries, budget procedures, and contract awards of $10,000 or greater. Additional work includes review of municipal assessment calculations, significant and unusual transactions, and duplicate or redundant payments. Compliance is assessed against Massachusetts General Laws, School Committee policies, and Department of Elementary and Secondary Education guidance.

Proposers submit one original, five copies, and one PDF thumb drive of the technical proposal in a sealed envelope, with the price proposal in a separate sealed envelope. Price proposals include fixed professional fees, hourly rates if applicable, estimated reimbursable expenses, and any optional services.

Evaluation criteria, listed in the solicitation's order, are qualifications and certifications of personnel, demonstrated experience with similar engagements, technical understanding of governmental accounting and Massachusetts regulations, quality of proposed methodology, independence and absence of conflicts of interest, ability to meet the proposed schedule, and overall value and cost-effectiveness. Work begins in Winter 2026/2027, with contract execution expected as soon as possible. The district may reject any or all proposals, request additional information or interviews, negotiate the final scope, or cancel the solicitation.
