About this opportunity
The Illinois Department of Agriculture, Bureau of County Fairs and Horse Racing is soliciting a small purchase contract for horse testing services at horse racing events, with proposals due June 11, 2026. The contract carries no subcontractor requirement — all testing must be performed by the awardee's own staff.
The vendor must operate an accredited laboratory meeting ISO/IEC 17025-2017 standards and the Competition Animal Drug Testing Laboratory Accreditation Program, hold all necessary licenses, and employ trained personnel. Testing scope includes post-race paired blood and urine samples, post-race blood-only samples, and pre-race blood samples for Total Carbon Dioxide (TCO2) measurement. The vendor must identify anabolic androgenic steroids, non-steroidal anti-inflammatory drugs, stimulant agents, hormones, beta-blockers, beta-2 agonists, opioids, cannabinoids, amphetamines, cocaine, depressants, and hallucinogens. Maximum sample volumes are 75 paired blood and urine samples, 75 post-race blood-only samples, and 10 pre-race TCO2 blood samples, though the department may submit fewer samples depending on operational needs.
The contract begins upon execution and concludes August 21, 2026, with maximum duration not exceeding ten years including renewals or extensions. Pricing is estimated; the vendor must submit unit costs for each testing type, and the maximum contract amount will be determined by the State prior to execution. The vendor must carry general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation insurance as required by law, naming the State as an additional insured. Standard Illinois Certifications addressing debarment status, tax compliance, drug-free workplace, and equal employment opportunity are required. Payment follows the State Prompt Payment Act. The contract is subject to availability of appropriations and may be terminated for cause, convenience, or insufficient funding. This procurement is conducted through BidBuy (Reference B-52835).
