About this opportunity
The Florida Department of Health (DOH), specifically the Bureau of Public Health Laboratories (BPHL) in Leon County, is conducting a single-source procurement to purchase two preowned and refurbished Agilent 1290 Infinity II High Performance Liquid Chromatography (HPLC) Systems from Agilent Technologies, Inc. This procurement is being conducted under the Public Health Emergency Preparedness Grant Cooperative Agreement, with specific requirements from the CDC Laboratory Response Network-Chemical (LRN-C). The systems will replace two existing older Agilent 1200 models in the Chemical Threat Laboratory and are critical for maintaining compatibility with current Liquid Chromatography-Mass Spectrophotometers (LC-MS) machines. The procurement is specifically designed to ensure seamless integration with existing laboratory equipment and software programs used in chemical analysis. The solicitation was posted on March 10, 2025, with a final receipt date of March 29, 2025, at 3:30 PM, and follows guidelines outlined in 60A-1.045 Florida Administrative Code for single-source purchases.
The procurement appears to be restricted to a single vendor, Agilent Technologies, Inc., which is deemed the sole source capable of providing the required HPLC systems with the necessary specifications and compatibility. No specific set-aside designations for disadvantaged enterprises are mentioned in the documentation. The estimated dollar amount for this acquisition is $100,845.78, with a contract term of two years. The existing infrastructure includes current Agilent 1200 models and LC-MS machines, which require precise integration with the new HPLC systems. The procurement is being overseen by Allegra Small, Purchasing Director, and is specifically tailored to meet the technical requirements of the Chemical Threat Laboratory. Potential vendors are invited to provide information regarding their ability to supply the described commodities, though the documentation strongly indicates that Agilent Technologies is the preferred and likely sole vendor for this procurement.
